Li Sancai
Li Sancai (1552-1623), whose name is Daofu, is Xiuwu. His ancestral home is Ren Cunli, Lintong County, Shaanxi Province (now poli village, Guanshan Town, Yanliang District, Xi'an City, Shaanxi Province). He lives in Zhangjiawan, Tongzhou District, shuntianfu city (now Zhangjiawan Town, Tongzhou District, Beijing City). Ming Dynasty minister.

Because of the tax envoys of the mining supervisors, many of them became robbers. Zhao Yiping, a native of Zhejiang Province, used magic to advocate rebellion. When it was discovered, he fled to Xuzhou and changed his name to Guyuan, saying that he was a descendant of the royal family of the Song Dynasty. The government is much shabby, and your Majesty's illness lies in indulging in money. I ask your majesty to show kindness and strike off the mining tax in the world. Since the greed is lost, the government can manage it well. " After a month, the emperor did not reply. Li Sancai went up again and said, "I asked for orders for the people, but I didn't get an answer for more than a month. It's said that you have ignored the recent memorials concerning mineral taxes. This is the key to the survival of the country. Once all the people are rebellious and separated, the common people will become enemies. The wind blows and the dust rises, and the rebellious crowd rises everywhere. Your majesty will be safe and alone. Even if the box is full of gold and the house is filled with pearls, who will protect you? " The emperor still did not reply.
In the 30th year of Wanli (1602), the emperor suddenly fell seriously ill. The emperor, who thought he was going to die, issued an edict to ban the mining tax, but he suddenly turned back and issued an edict to stop it. They wanted to settle with Chen Zeng, but Chen Zeng kept his door shut. It is conceivable that Li Sancai left his post improperly. " The emperor still ignored them. So Li Sancai left Xuzhou and went to Shanghai to ask for someone to replace him, but he didn't get the order. In September of 1603, Li Sancai went to Shangshu again and said, "recently, thunder and lightning hit the imperial mausoleum, strong wind pulled up the trees, and the flood was so terrible that the sky became extreme. Zhao Guyuan, the anti thief, was sentenced to death in Xuzhou. Zhao Darong was killed in Bozhou, and the bandits in Suizhou appeared again. The hearts of the people were separated to the extreme. Whenever your majesty asked for help, he would say, "there is a shortage of internal government." If the inner government is really deficient, it will be a blessing for the country. The so-called emperor thin and the world fat, in fact, is not the case. Your Majesty's so-called scarcity is that gold is not everywhere, and jewelry and jade are not piled as high as the sky. The little people can't get enough to eat. They come to search and flog again. The road is full of prisoners. The officials have to ask for dismissal. The common people have to die. Isn't your Majesty on guard! Your majesty, don't say that you are alarmist and exaggerating. At this stage, where can your majesty live? " Emperor Wanli ignored him. In the 34th year of Wanli (1606), Huang sun was born. The emperor issued an edict to merge the mining tax, release prisoners, appoint dismissed officials and supplement the censor, but soon it was not fully implemented. Li Sancai suspected that Shen Guanyi, the first assistant, was obstructing him, so Shangshu secretly slandered Shen Guanyi. Then, he said, "the edict of grace has been promulgated, and it immediately stops halfway. On the way, people say that the new deal of the past few days was just a temporary delight of your majesty, so it was turned off." He added: "Shen has always been worried about Shen Li and Zhu Gengwei forcing himself. They are also afraid that they will have disputes and expose their own shortcomings. They are afraid that they will not do things by themselves, so they want to do something bad. He bribed people around him and incited them in many ways, causing resistance to the new deal. " When the emperor saw the memorial, he was very angry and issued an imperial edict to severely censure Li Sancai and punish him for five months.
In the 35th year of Wanli (1607), Ji Lu, the tax envoy of mines, died. Li Sancai therefore requested an imperial edict to withdraw all the tax envoys in the world. The emperor did not listen and ordered Lu Bao to take up the post of Ji Lu.

Now some people imprison ministers under the guise of the emperor's prestige, and cover up their sins in the name of their disobedience to his majesty. There is no greater sin than to blame the country and the king. " This move is intended to redress the grievances of Gu Xiancheng and other upright courtiers.
