Qi Yao (1633-1686), born in Sizhou, Jiangsu Province, is a native of China. Since childhood, he was gifted with intelligence, good at poetry and new language. In 1680, he was selected as Yougong in the 19th year of Kangxi. In 20-24 years, he came to Beijing to apply for a job and was elected as an alternate magistrate. After entering Fujian, he died on his way home in autumn and winter. He has 25 volumes of Xiaomen poetry anthology. During the reign of Kangxi, he wrote thirty volumes of general records of Sizhou.

The county magistrate was awarded by Yougong. It has 25 volumes of Xiaomen poetry anthology, and the general catalogue of Siku has been handed down to the world.
