Xu Chongwen used to be a member of the central unified Bureau of the Kuomintang. He was a secret agent of the central unified Bureau of the Kuomintang. Under the cover of business houses, he broke into puppet organizations and focused on collecting economic intelligence. At that time, the KMT's Zhongtong was an underground organization under the cover of the "Xingzhong" bank and the "Xingzhong" shopping mall. Xu Chongwen (about 1897 ~?) is a native of Hanyang, Hubei Province. He graduated from Hubei provincial law school. Since 1923, he has successively served as prison instructor of the Beijing army, warden of the first prison of the capital, staff member of Jiangsu higher Procuratorate, warden of Jiading prison, warden of detention center, warden of Jiangsu third prison, warden and section chief of Jiangsu first prison, warden of Shaanxi first prison and second prison, warden of Chahar second prison, warden of capital prison directly under the jurisdiction of Ministry of justice. From June 1946 to October 1947, he served as the warden of Shanghai prison directly under the jurisdiction of the Ministry of justice, and later returned to the warden of capital prison. After the liberation of Nanjing in April 1949, he left the mainland for Taiwan.
