He Yansheng (1860-1910.8), born in Jiangyin County of Jiangsu Province in 1889, was a deputy Gongsheng.
He was studious, able to write, and fluent in the languages of other countries. He once served as a counsellor in Russia. After returning to China, he successively held the posts of inspector general of Zhili, governor of Gansu and governor of Xinjiang. His father, he Lianfang, worked under Zeng Guofan's family. He served as governor of Ji'an and governor of Jiangyin. His family had a rich collection of books. When he Lianfang built a pot garden, there was a library in which he gave up his books. The collection of he's books began with he Lianfang and was handed over to him by his sons he Yansheng and sun Hezhen. During the period of the Republic of China, he collected more than 40000 books. Later, due to the decline of he's family, his collection was sold to Shanghai Commercial Press during the period of the Republic of China and became the collection of Hanfen house. When he was appointed as Gansu's political envoy, Dunhuang manuscripts were found. On the way to Lanzhou and Beijing, he and Li Shengduo stole a lot of Dunhuang scriptures. Later, although they handed in some of them, they were still responsible.
