Song Qifeng, a native of Cangzhou, Hebei Province, was born in the eighth year of Shunzhi. Later, he served as the magistrate of LeYang County, the magistrate of Lingqiu County in 1654, and the magistrate of Luoding Prefecture in 1662. Decades later, "father and old miss, still sobbing.".

According to the records of Lingqiu County annals of Qing Dynasty, song Qifeng "lived in honest and generous government, and favored many ends of government.". Song Qifeng's political voice is far less than his famous literary works. As for his literary talent, Wei Xiangshu, a well-known contemporary, praised him and said: "Xiao Shiman pursues Sima Bi, and who can let Zi Yuncai be a great writer." That is to say, song Qifeng's governing history is quite like Sima Qian's, and his poems are no less than Yang Xiong's. In modern times, some people say that his poems are close to those of the late Tang Dynasty. Wen is good at preface. Compilation of county annals
Song Qifeng served as magistrate of Lingqiu County in 1654, and left in 1662, the first year of Kangxi. After he took office, he decided to compile a new county annals because the county annals of Ming Dynasty were lost. Every time when he was free from government affairs, he made an investigation and interview in person, and compiled it by referring to the records of Weizhou, Hunyuan and Guangchang counties. After six years, he drew up the first draft. However, due to lack of financial resources, unable to carve the board, it was shelved for another year. At this time, Luo Sen (who was once the magistrate of Lingqiu County) was promoted to the Vice Minister of Shanxi Province in 1660. After being ordered, song Qifeng checked the first draft and compiled Lingqiu County annals. The contents include 58 compendium of Fangyu, Jianzhi, Shihuo, Zhiguan, Minghuan, Wubei, characters, arts and culture. It was printed in the early autumn of 1660.
