Zhou He, male, Han nationality, was born in April 1970 in Muping, Shandong Province. He joined the party in October 1991 and began to work in March 1996. He graduated from Illinois State University with an MBA in Business Administration in November 2003;
He is now the vice mayor of Changchun Municipal People's government.
