Gao Binglin (1864-1936) was born in Guichi, Anhui Province. Guangxu seventeen years (1891) Ju Ren.

Gao Binglin was born in October 1864. In 1891 (the 17th year of the reign of Emperor Guangxu). In April 1907 (March 33rd), Guichi set up a local educational administrative organ, the Institute of persuasion and learning, and was appointed as the senior academic affairs and general director (general director vacancy). In April 1908 (March 34), Wannan Education Association was established as a member of Anhui Education Association (Wannan members are provincial members). In 1910 (the second year of Xuantong), he served as a member of Anhui Provincial Consultative Bureau.
Founded in the Republic of China, Anhui established the industrial department in May 1912, with five branches of general affairs, agriculture, commerce, industry and mining, and transportation. Gao Binglin participated in the establishment and served as the chief of the general affairs section of the industry department.
On May 23, 1912, Liu Tingfeng (Wugang) of Qianshan County took over the post of director of Anhui industry and Commerce (sun duosen was not the first one). Liu deeply knows that "industry is the foundation of economic war, and the backbone of the war lies in the people's efforts to popularize industrial knowledge and arouse interest in industry. It is not books and newspapers that make contributions." As a result, Anhui Industrial magazine, the first industrial magazine in Anhui Province, was founded in Anqing in November of. The magazine is a monthly issue issued by Anhui industry department. In addition to economic theory research, it also has a "Translation Series" column. Gao Binglin, then the chief of the general affairs department, has a "practical forecast". At that time, there were very few provinces running industrial magazines in China, and Anhui was the first. In Gao Binglin's words, "when it was first published, there were only a few industrial magazines in China."
However, the good beginning did not end well. Only seven issues of Anhui Industrial magazine were published, and it was closed in June of the next year due to the war. Gao Binglin recalled: "it's a pity that the business is so dismal, but only seven volumes have been published, that is to say, military affairs should be stopped
On July 27, 1913, when Ni sichong was in charge of Anhui Province, he advocated the principle of streamlining administration. He alleviated the financial pressure by reducing the number of government organs and redundant personnel and reducing waste. At the same time, he also tried to set up industries to solve the problem of financial difficulties. On September 14, the Department of education and the Department of industry were demoted to the Department of internal affairs. Gao Binglin was appointed as the industrial section chief and began to take charge of Anhui industry.
On May 23, 1914, after the announcement of the "provincial official system" of the Beiyang government, Anhui administrative department set up four sections, including the industrial section, whose functions and powers were basically the same as those of the original industrial department, and became a secondary unit in the office of the governor of Anhui Province. Gao Binglin succeeded as the chief of the industrial section, and led to the establishment of a model tea farm in Qimen, Anhui Province, by the Ministry of agriculture and Commerce in 1915. Two years later, it was renamed as a tea experimental farm (closed in 1926).
Although Anhui industrial administrative organization was downgraded to industrial branch, Ni sichong always attached importance to industrial development. On May 10, 1917, Anhui Industrial magazine was reissued by Anhui Industrial magazine. Gao Binglin, the then industrial section chief, also served as the director of the provincial industrial magazine, and employed Xu Leisheng of Qiupu county (now Dongzhi County) as the general manager. There are columns such as "investigation report", "translation" and "news of various countries" to introduce advanced technologies, practices and experiences at home and abroad. The first issue of the sequel was published in "the province's news: the improvement of Dongliu cotton".
In the resumption of "congratulatory speech", Gao Binglin wrote: "Ni gongdanchen (the word Danchen) grew up in Anhui, cherished the great wish of enriching education, and advocated Youli for industry. With the increase of funding from the provincial council, Anhui industry magazine revived. "
On September 8, 1917, the Beiyang government issued the "Provisional Regulations on the departments of education and industry", which states that "all the departments of education and industry set up in the administrative department of the governor's office in accordance with Article 14 of the" provincial official system "shall be abolished immediately.". On the same day, Fang Shi was appointed director of Anhui industry department. Fang Zongcheng, the grandfather of Fang Shijian, was a famous scholar in the later period of Tongcheng school. He was the magistrate of Zaoqiang County and the academic administrator of Anhui Province. In 1902, Fang Shijian and pan Zanhua were the first to study in Japan.
Fang Shijian arrived at the beginning of 1918. In early February, Gao Binglin left his beloved industrial hall.
Gao Binglin was in charge of Anhui industry mainly in the period of Ni sichong, which was the most effective period of Anhui economy in the Beiyang Period.
Just when Gao Binglin devoted himself to planning the development of Anhui industry, in July 1920, the war between Anhui and China broke out, and the Anhui system soon failed. On July 19, Duan Qirui, the leader of Anhui Province, resigned. On September 16, Ni sichong was also removed from the post of Anhui governor and Yangtze River patrol envoy. After the first Zhifeng war in 1922, Zhixi won and controlled the Beiyang government. Cao Kun and Wu Peifu accused President Xu Shichang of illegality and forced him to resign on June 2.
On June 23, 1922, Wuhu industry and Commerce Daily reported that Ma yinshou, a progressive student in Wuhu, and other seven people issued a declaration, announcing the five major crimes of Gao Binglin, director of Anhui industry and Commerce Department: first, monopolizing mineral resources; second, appointing private persons; third, stealing names and swallowing money; fourth, engaging in public business; fifth, dismissing his position. Call on the people of the whole province: "if the blood is not cold, we should encourage the remaining courage, in addition to the public enemy of all evils." Gao Binglin's past achievements have become his crime. On July 7 of the same year, Gao Binglin was removed from office.
In 1936, Gao Binglin died of illness and was buried in tianbanzhong, LiuTian village, Tangxi, Guichi.
