Liu Qian

Liu Qian (1910-1988). He is from Changyi, Shandong Province. He was appointed director of the planning department of the Ministry of agriculture, director of the Department of agriculture of Heilongjiang Province, vice governor of Heilongjiang Province, and deputy director of the Standing Committee of the fifth Heilongjiang Provincial People's Congress. He is a deputy to the third National People's Congress.
