Shen Zhong, named Luping and named piling, was elected in 1708. In the first year of Qianlong (1736), he was transferred from Qingliu County to Pingnan County Magistrate.

Life of the characters
When Shen Zhong arrived at Shuangxi in Pingnan County, there were only more than 40 families in the village, and there were no shops and inns. The former magistrate of the county, the county government of economic construction, stopped because of insufficient funds. He rented houses with his entourage and took care of their own food and lodging. In the face of difficulties, many of his followers were willing to go. Shen Zhong stressed that he should "eat the emperor's salary and be loyal to the emperor's affairs", and urged all major projects to be completed within a time limit. Over the past three years, more than 20 projects including city walls, government offices, halls, warehouses, temples and pavilions have been completed. They also mobilized the squires to build one Cemetery outside the north gate and one outside the east gate. Later generations praised: "Ze Ji Kuo, Sheng Wang's government.". Shen Zhong observes the people's situation and points out that the reason why the people live in poverty is that "the mountains are high and the water is cool, and the people get nothing when they are old.". He advocated planting tea trees, indigo, ramie and cotton, catching birds, animals, fish and insects to increase income; initiating the transformation of cold water fields, increasing water temperature and increasing rice production; advocating the transformation of pig breeding into captive breeding, and storing pig manure for fattening fields to prevent the accumulation of pig manure in the road and pig farm; encouraging wasteland reclamation and exempting three-year tax; taking charge of the construction of two irrigation canals in the suburbs of the county and the construction of shuangxizhi Longxi, Gantang to Meihua road more than 40 Li; processing "inch gold pill" for the people. after the separation of Guping, in order to benefit his county students, Mr. Gutian asked the two counties to set up an examination room. However, the gentry and people in Pingnan strongly opposed it, and the disputes were fierce, so they gathered to petition. Shen Zhong immediately sent a letter to the government and the province, and finally got the approval. Each county set up an examination room. In the following three years, more than 20 students in Pingnan were active. Later generations said that the rise of Pingnan cultural movement began from then on. Shen Zhong believes that "to develop talents and educate talents, respect the school". He donated 500 taels of money to establish a free school, named "Shuangxi lecture hall" and extended his teachers to teach. He formulated six tenets of the lecture hall, including "advocating practical learning, dunshipin, duanzhiqu, Hongji and Wenti". He took part in the examination of proposition every month and worked tirelessly. He purchased 57 classics, history, books and collections, thus promoting the new trend of respecting teachers and valuing education. The lecture hall has been open for 10 years, with 6 students and 10 scholars. Shen Zhong believes that "there is a will in the city, there is a history in the Jewish state, and there is a chance in the family.". He was determined to compile the annals. In the gap of administration, he drew up a compendium by categories, made a printed book and distributed it to all townships, designated special personnel to fill in and annotate one by one, and searched extensively. In less than a year, the data will be collected and compiled into volumes. Soon after, he was falsely accused of the city wall project, and was dismissed for the people in a hurry. He was transferred to the provincial capital for trial for nearly a year. Because of the failure of the local records, he lingered and went back to Pingnan to continue his compilation. They were very poor, and their food and clothing were mostly subsidized by local gentry. In the morning and evening, he assiduously reorganized the materials, analyzed them in detail, proofread them carefully, and divided them into eight volumes. After two years of hard work, the first "Pingnan County annals" was compiled and copied into two parts, one was handed over to the County Treasury, and the other was stored in its own box. He said that the completion of the local records can comfort himself and be worthy of local support. After Shen Zhong left Pingnan quietly, the gentry praised him for his honesty, self-reliance and political wisdom, and published his "Pingnan County annals".
