Gai fangmi (1768-1838), also known as Jiyuan and bixuan, was born in Shandong Province of China. He was an official of the Qing Dynasty. In 1791, Gai fangmi went to Taiwan from the governor of Yanping to serve as the governor of Taiwan in 1818, and he acted as the deputy of Taiwan Dao for two times. After that, he went back to be the magistrate many times.
In 1811, Gai fangmi served as a Gongsheng as the magistrate of Kaixi Shangzhou. Later, he trained local soldiers to fight against bandits and civilians. In 1818, he went to Taiwan for meritorious service and was promoted to the prefect of Taiwan. During his tenure, he made great achievements in internal affairs and prison administration.
In the third year of Daoguang (1825), Gai fangmi returned home due to illness. Daoguang died at home in 1838 at the age of 71.
Gai family is a famous family in the local area. Both father and son are officials in the court. Gai fangmi is the same age as Du Yu. They are good friends. Du Yu once took his son Du Shoutian as a tutor in Gai's family. Du Shoutian and Gai Yu, the son of Gai fangmi, are good partners and the two families have been friendly for generations. In the second year of Daoguang (1822), Gai Yu was a Jinshi in the examination. He once served as the magistrate of Ankang, Fushi, Shiquan and Dali counties, acting as the magistrate of Hanzhong Prefecture. Because of the fairness of the trial, he was known as "Gai Qingtian".
