"Moving dragon and snake" is figurative and appropriate, which not only strengthens the solemnity, but also increases the vitality. The emperor was sitting high, with a lot of banners. The ink used in the answer paper had already been polished, creating a solemn and sacred atmosphere. The latter two sentences describe candidates with solid foundation and quick thinking, which is beyond the reach of most people.
