Located in Building 1, Yongping Road, Jinping District, Shantou City, Shantou kaibu cultural exhibition hall covers an area of 1200 square meters. It is located from southwest to northeast, facing the witness of Shantou's opening and the customs bell tower which was completed and opened on January 1, 1960. Shantou kaibu cultural exhibition hall is an independent building without a courtyard. It has a total of three floors. It is a building of European architectural style. This building has a profound historical heritage. Its predecessor was the former site of Taiwan Bank and newspaper office in the period of the Republic of China. Museum History

Shantou kaibu culture exhibition hall was built in 1907, covering an area of about 400 square meters. The original building is located in the southwest to the northeast, with a total of three and a half floors and a construction area of about 1200 square meters. This European style building with a combination of Chinese and Western styles was once the site of Shantou branch of Bank of Taiwan of Japan, which was cancelled after the victory of the Anti Japanese war in 1945. After that, the building was rented by the private as a place of service and business. After liberation in 1949, the building became the site of the newspaper office and the office building of the administrative organ of the CPC Shantou prefectural committee.
