The former group of relocated households have idle houses on hand, and some even have more than one set. However, the new relocated households are suffering from no houses and can only rent houses for transitional housing allocation. At the same time, although the development zone is stepping up the construction of nearly one million square meters of resettlement housing, due to a long period of housing construction, many new relocated households have to vacate their warehouses for a long time. In order to resolve this contradiction, in the past two years, Yangzhou Economic Development Zone has implemented the "residential bank" system, which absorbs "savings" from the surplus houses in the hands of the relocated households. Take the time of vacating warehouse as the cycle, and pay the corresponding "interest" to the "depositor" according to the rent of houses of the same area and grade in that year. "Residential banking can only meet a temporary need." Deng Rongan said frankly that according to the regulations, it will take five years to purchase and obtain the house property certificate before the house can be listed for trading. But in fact, due to the imbalance of the supply of houses, the private transactions of house demolition and resettlement have been very frequent in the past two years. "The two sides signed a private transfer agreement, which caused transaction risks. Some people failed to pay their instalments on time. As a result, they filed a lawsuit. We still need to spend a lot of time mediating." In October, a reform was quietly launched. "Residential bank" has evolved into resettlement housing buyback - on the basis of voluntary participation, the resettlement farmers can implement resettlement housing buyback when they transfer the surplus area of resettlement to each town's agriculture, industry and Commerce Corporation under the condition of meeting the family's living conditions. According to Wu Bao'an, Secretary of the Construction Party committee of Yangzhou Economic Development Zone, the government "bought" the surplus houses in the hands of relocated households at a price premium slightly higher than the market transaction. For example, for a 380000 resettlement house, the government will buy it back at the price of 400000 yuan, and then pay a 20% down payment, that is, 80000 yuan. The relocated households can transfer the remaining 320000 yuan into the bank, and voluntarily choose to deposit it for two, three or five years, or even longer. The government will pay double interest on the bank deposit in the same period: from 2009 on, the interest on the one-year deposit will be calculated as 4.5%, and the interest on the two-year deposit will be calculated as 5.58% It is calculated as 6.66% for 3 years, 7.2% for 4 and 5 years, and the interest is paid monthly. Idle housing is turned into money, from which the relocated households can obtain capital for entrepreneurship, production and life; the bought back housing can be immediately allocated to a new group of relocated households, which can shorten the waiting period for resettlement and save a transition cost. At the same time, the government has benefited a lot. On the one hand, it can save land. It is understood that in the development and construction of each development zone, there are restrictions on the annual land plan. It is necessary to develop the economy and resettle the relocated households. There is a great pressure on the land. The land can be intensified by means of repurchase. On the other hand, it accelerates the allocation of resettlement housing. In just two months, Yangzhou Economic Development Zone has bought back 230000 square meters of houses from relocated households. By the end of December this year, it is expected to buy back 300000 square meters and 3100 houses.

Bid section II: Bali Town: demolition of the whole village, two villages and seven groups at both sides of Yangzijiang road and shisha Road, Gangnan and Guihua, demolition of 120 households, demolition area of about 35000 square meters.
Third bid section: Yangzhou Xincheng wheel assembly Co., Ltd. requisition, covers an area of 11455 square meters, construction area of 4200 square meters, other ancillary area of 200 square meters. Jinfangyuan group, state-owned allocation, covers an area of 37350 square meters, with a construction area of 15000 square meters. Yangzhou gangyang Food Co., Ltd., state-owned allocation, covers an area of 76331 square meters, building area of 19663 square meters.
Bid section 4: Yangzhou Yingrui automobile air conditioning technology industry Co., Ltd., state-owned, covers an area of 83000 square meters, a building area of 26200 square meters, and other ancillary areas of 600 square meters. Xinhe food, sold by the state, covers an area of 16675 square meters and a construction area of 17000 square meters.
