Shitoukoumen reservoir is located in the middle reaches of Yinma River in Jilin Province. Its dam site is 500 meters southwest of Shitoukoumen village, xiyingchengzi Township, Jiutai District, Changchun City. The geographical coordinates are 43 ° 58 'n and 125 ° 45' e. the construction purpose of the project is mainly flood control and waterlogging control, urban water supply and farmland irrigation, combined with power generation and fish culture.

It was started in June 1958, impounded in 1959 and completed in October 1965. The project is designed according to the flood with a return period of 200 years and checked according to the flood with a return period of 1000 years. The total storage capacity is 1.264 billion cubic meters.

Shitoukoumen reservoir is a large reservoir with comprehensive utilization of flood control, water supply, power generation, tourism and fish culture. Yinma River is the main tributary of the second Songhua River. It originates from hulanling, Panshi County, and flows into the second Songhua River through Panshi, Yongji, Shuangyang District, Jiutai district and Dehui in hongshiling, Nongan county.

Yinma River basin covers an area of 8255 square kilometers, and the basin above Shitoukoumen Reservoir covers an area of 4944 square kilometers, accounting for 60% of Yinma River Basin. There are more than 100 large, medium and small reservoirs and dams in the upper reaches, of which Xingxingshao reservoir covers an area of 845 square kilometers, Huanghe reservoir covers an area of 784 square kilometers, and Shuangyang reservoir covers an area of 225 square kilometers It covers an area of 1845 square kilometers, accounting for 37.6% of the drainage area above Shitoukoumen reservoir.

The total length of Yinma River is 367 km, 166 km above Shitoukoumen, and the river gradient is 0.76 ‰. There are two tributaries of Shuangyang River and Chalu River in the upstream. Yinma River flows from Yantai Mountain to mountainous area, and below it is hilly and low mountainous area. Chalu River, a tributary of Yinma River, is mountainous area, and Shuangyang river is low mountainous area and hilly area.
