Evolution of organizational system
In the Paleolithic period, ZALAINUOER people lived here.
In the Shang Dynasty, ZALAINUOER area belonged to the activities of Sushen and Donghu, and had a tributary relationship with the Shang Dynasty.
From the Zhou Dynasty to the Qin Dynasty, it belonged to Donghu.
In the Western Han Dynasty, it was under the jurisdiction of Zuoxian court of Xiongnu. During the change of Han Dynasty, the Tuoba area of Xianbei moved southward to Dalai Lake, and ZALAINUOER area was its territory until the end of Eastern Han Dynasty.
During the northern and Southern Dynasties, it belonged to Rouran and Turkic areas.
In the Sui Dynasty, it belonged to Shiwei area in the south of Turk.
In the Tang Dynasty, it belonged to the West Shiwei area and was under the jurisdiction of Shiwei Dudu Fu.
In the Liao Dynasty, it was the residence of Qidan and Wugu, and was under the jurisdiction of the military division of lietong in Shangjing road.
In the Jin Dynasty, it was the residence of tata'er and was under the jurisdiction of the Department of recruitment on the Northeast Road.
After the ninth year of Mongolian Taizu (1214), it was the fiefdom of habutu hasar, the eldest brother of Genghis Khan. It was ruled by Qi Wang Fu and belonged to Helin Road, the northbound province of Ling.
In the Ming Dynasty, it was a pastureland for Mongolian tuogustemur, and was under the command of nurgan.
In the early Qing Dynasty, the Mongols in the territory were under the control of the Qing Dynasty and the Heilongjiang general.

In October of the first year of Xuantong (1909), Lubin Prefecture was established, and ZALAINUOER was divided into districts under the jurisdiction of Lubin Prefecture.
In February of the first year of the Republic of China (1912), Chen balhu and zhalainur led the Mongolian and Russian allied forces to capture Lubin Prefecture, which belonged to the "Hulunbeier autonomous government".

In January of the 34th year of the Republic of China (1945), ZALAINUOER street was changed into ZALAINUOER City, directly under the northern province of Xing'an; on August 9, the Soviet army entered ZALAINUOER, and the Japanese puppet government of ZALAINUOER city collapsed; on August 19, the Soviet army organized an election meeting to establish the municipal government of ZALAINUOER; on October 1, the Hulunbeier autonomous government was established, and the municipal government of ZALAINUOER was subordinate to it.
In 1946, the third regiment of the road guards of the Western Manchurian military region of the Communist Party of China took over the city government of zalainor and established the people's political power.
On January 1, 1948, the local government of Hulunbuir abolished its autonomy and established Hulunbuir League, which is subordinate to Inner Mongolia Autonomous Region, and then ZALAINUOER city is subordinate to Inner Mongolia Autonomous Region; in May, ZALAINUOER city was renamed as ZALAINUOER District, which is subordinate to Hulunbuir League.
In January 1949, ZALAINUOER district was renamed as ZALAINUOER street, still belonging to Hulunbeier League; in April, ZALAINUOER street was merged into Manzhouli City, known as ZALAINUOER district.
In April 1954, ZALAINUOER district government was renamed as the people's Government of ZALAINUOER District, which is subordinate to Manzhouli City.
In May 1955, the people's Government of zalainuor district was renamed the people's Committee of zalainuor district.
In February 1957, ZALAINUOER district was changed into ZALAINUOER mining area and upgraded to county-level system.
In June 1958, the county-level system of zalainuor was abolished, and the people's Committee of zalainuor mining area was abolished; on October 9, the office of zalainuor people's Committee of Manzhouli City and the people's commune of red flag of Manzhouli City were established.
In June 1960, the people's commune of ZALAINUOER mining area was established and its office was reserved, which is subordinate to the people's Committee of Manzhouli City.
In December 1961, the Inner Mongolia Party committee approved the establishment of the people's Committee of ZALAINUOER mining area, which is subordinate to the people's Committee of Manzhouli City.
In May 1962, the people's Committee of Manzhouli City approved the establishment of the people's Congress of zalainuor mining area and the people's Committee of zalainuor mining area. The people's Committee of mining area is also the people's commune of mining area city, with one organization and two brands. In July, the people's commune of zalainuor mining area city was abolished.
In February 1968, the Revolutionary Committee of zalainuor mining area was established to replace the people's Committee of zalainuor mining area.
In August 1969, ZALAINUOER mining area was transferred into Heilongjiang Province along with Manzhouli City.
In July 1979, ZALAINUOER mining area was re classified into Inner Mongolia Autonomous Region along with Manzhouli City.

In February 2004, ZALAINUOER mining area was changed into ZALAINUOER District, which was managed by Manzhouli City.
In March 2013, with the approval of the State Council, the Ministry of civil affairs of the people's Republic of China took ZALAINUOER District of Hulunbuir city as the county-level administrative division system, and the jurisdiction area of ZALAINUOER mining area as the administrative area of ZALAINUOER district. In October 1909, the first year of Xuantong in Qing Dynasty, ZALAINUOER District governed daheyan'er, Tuwei Bashan, ZALAINUOER station area, goudong, "bazha city", Xishan, bolaoniguofu No.2 Mining Area (Lingquan), abagetu, abagetu Kalun, covering an area of about 800 square kilometers (excluding the jurisdiction of ZALAINUOER railway and ZALAINUOER coal mine).
In September 1930, the town of ZALAINUOER governed abakatu, Xishan, "bazha city", small station of ZALAINUOER, Xiaotun, nancaiyuanzi and the second mine of polaoniguofu.
In 1932, the mining areas and stations to the east of dalan'elumu River were included in the new balhu left wing banner, and the areas to the west of dalan'elumu River, "bazha city", Xishan and Lingquan were included in the new balhu right wing banner. ZALAINUOER town governs goudong, bazha City, Xishan, bolaoniguofu No.2 mine (Lingquan) area, covering an area of about 600 square kilometers.
In the 28th year of the Republic of China (1939), ZALAINUOER Street governed Erka, Xishan, "bazha city", Xiaotun, nancaiyuanzi and bolaoniguofu second mining area.
In 1932, the new baldhu left wing banner and the new baldhu right wing banner were delimited and returned to ZALAINUOER street. ZALAINUOER Street governs station block and "bazha city" block, with a total area of 1000 square kilometers.
