Taichung port is located in Wuqi Town, Taichung County. Wuqi was called "bamboo raft cave" in ancient times. Most of the residents made a living by fishing, so it is also called "wangguliao". Because it is located at the West foot of Aofeng, it is also called "Aoxi". During the 17 years of the Qing Dynasty, the local gentry proposed to change its name to Wuqi, which means "phoenix is not for Wuqi, not for Liquan is not for drinking, not for bamboo is not for eating". The name of Aoxi was changed to Wuqi. Before the Qing Dynasty, Taichung port was an important port for fishing boats from the mainland when they came to Taiwan. Later, because of the gradual deposition of sediment, Taichung port was rebuilt in the 58th year of the Republic of China.

At the same time, Taichung port is not only very close to Zhongshan expressway, which is Taiwan's north-south transportation hub, but also only 110 nautical miles away from Xiamen port on the other side. Taichung is the gateway to the sea. Located in the middle of the west coast of Taiwan Island (24 ° 19 ′ 40 ″ n, 120 ° 29 ′ 27 ″ E), between the mouth of dajiaxikou and the mouth of daduxi (daduxi), adjacent to the Taiwan Strait in the West and Dajia plain in the East, it belongs to two towns of Wuqi and Qingshui in Taichung County. Old Wuqi small harbor, no good natural harbor, coastal front shallow water. The mouth of the dajiaojia river lies to the south. However, because the throughput energy of Keelung port in the north and Kaohsiung port in the south is nearly saturated, and the location is relatively moderate (about 108 nautical miles from Keelung port in the north and 120 nautical miles from Kaohsiung port in the South), it is decided to build a new artificial port to develop the economy of the western and central region and regulate the shipping of the two ports. It is planned that the water depth of the new port will be 14m below the low tide, allowing 60000 DWT ships to enter and leave freely and 80000 DWT ships to enter and leave by tide.
The port is 350 meters wide, the channel is 1500 meters long and 300 meters wide, there are 27 deep-water wharves, more than 140000 meters of breakwaters, 1079 hectares of reclaimed land (new land), 265 hectares of industrial zone and 185 hectares of windbreak forest. It has been constructed in three phases since 1971. Phase 3 started at the end of 1979. After the completion of the whole project, the operating capacity can reach 11 million shipping tons, ranking third in the province, next to Kaohsiung and Keelung. The new city plan of Taichung port is centered on the new port area, with a planned development area of more than 4700 hectares and a population capacity of about 500000 in the future.
Taichung port is adjacent to Taichung City by Dadu Mountain terrace in the East, about 30 kilometers away from the city center. Between the east of the harbor and the foothills of the dadushan platform lies the Dajia coastal plain, about 5 km wide from east to west. It runs through the "sea line" of the railway and the provincial No.1 highway, and goes south through the plain. Another road in the port area connects Taichung City from Qingshui town and Shalu town respectively. It is only about 40 km from the Qingshui station in the east of Hong Kong to Taichung city. Therefore, the highway and railway transportation between Taichung port and Taichung city is convenient. Taichung port is closest to Xiamen (127 nautical miles) and Fuzhou (117 nautical miles) on the West Bank of the Taiwan Strait, which is also of great significance to the maritime links between the mainland and China.

In August 1968, a survey on the site of the new port was carried out. In July 1969, a survey report on the site of the new port was completed and submitted to the Executive Yuan for approval.
On February 1, 1971, the Taichung Port Engineering Bureau was established. On October 31, 1973, the first block of stone was thrown down at the North dike. The Taichung port construction project started.
