Dongfanghong reservoir is located in the northeast of hailun City, on Zhayin River, a secondary tributary of Hulan River, 28 kilometers away from the county. The drainage area under control is 500 square kilometers. Among them, the area of Zayin river is 438 square kilometers, and the drainage area of the South and North River is 62 square kilometers. With a total storage capacity of 162 million cubic meters, it is a comprehensive utilization reservoir mainly for flood control and irrigation, taking into account power generation, fish culture and multi-year regulation.
General situation of reservoir
Located in the upper reaches of Zhayin River, 28 kilometers away from hailun City, Heilongjiang Province, it is a large reservoir mainly for flood control and irrigation, taking into account the comprehensive utilization of urban water supply, fish culture and power generation. Construction started in 1958, continued in 1961 and completed in 1965.
The catchment area above the dam site is 522 square kilometers, accounting for 36.6% of the area of Zayin River Basin. According to the design of 100 year return period flood and the check of 2000 year return period flood, the total storage capacity is 213 million cubic meters, the corresponding storage capacity of normal water level is 90 million cubic meters, and the dead storage capacity is 18 million cubic meters.
The average annual precipitation of the reservoir area is 570 mm. The precipitation from June to September accounts for about 80% of the whole year, and there are often concentrated rainstorms. The average annual evaporation is about 823 mm, and the average annual runoff depth is 174 mm. The annual average temperature is 1 ℃, the maximum temperature is 35 ℃, and the minimum temperature is - 41 ℃.
Reservoir hub
The main works include earth dam, spillway, water conveyance tunnel and power station. The earth dam is a homogeneous dam, 520m long, 6m wide at the top, with the maximum height of 19.54m and a 1.2m wave wall at the top. The spillway is open type, with 5-hole flat steel gate, each hole has a clear width of 4m, weir crest elevation of 236.40m and maximum discharge of 350m3 / s. The water conveyance tunnel is a reinforced concrete structure with a total length of 201 meters. The entrance and exit of the tunnel are controlled by flat steel gates. The maximum discharge is 30 cubic meters per second, which is used for power generation and irrigation. The power station is a dam rear powerhouse with two 250 kW horizontal generating units. The designed annual average power generation capacity is 183 cubic kilowatt hours and the power generation flow is 5 cubic meters per second.
Construction history
The construction of Dongfanghong reservoir was started in July 1958. It was named because the reservoir is adjacent to Dongfanghong Farm (now Hongguang farm) in Hailun county. At the initial stage of reservoir construction, the Water Conservancy Bureau of Songhua River special administration and Hulan River Basin survey and design group of Provincial Water Resources Department designed the reservoir project (according to the flood with 50 year return period and checked the flood with 200 year return period), and hailun county raised funds to mobilize the rural labor force of the whole county for construction. The earth dam was closed in October 1958. In 1960, a water conveyance tunnel and a spillway were built, and a total of 73000 cubic meters of earth and stone were completed. Because the reservoir project was launched in the period of "great leap forward", the design standard is low, and the conditions are limited, the confined water of the dam foundation is not treated, the protective layer of the downstream slope of the dam is built by humus soil, the protective layer of the dam crest is not made, and the construction in winter is not rolled. There are 58 meters unlined in the water conveyance tunnel, and there is water leakage in the lining. The spillway only needs to be opened for flood control, and its section and elevation can not meet the requirements of flood prevention once in a hundred years.
Renovation and renewal
In 1962, the Dongfanghong reservoir project was designed according to the 100 year return period flood and renovated according to the 1000 year return period flood check standard. Designed by the Provincial Water Conservancy Survey and Design Institute and constructed by the provincial water conservancy third engineering office. The renovation projects include: (1) crack treatment of earth dam, thickening and shaping of back slope of dam, heightening and filling of dam crest, joint treatment of right slope, clay blanket in front of dam, leveling and pressing after dam. (2) Spillway excavation, slope renovation, channel protection, gate chamber and highway bridge construction. (3) Excavation of inlet channel of water conveyance tunnel, renovation of steel gate and hoist chamber, tunnel lining, concrete pouring of outlet irrigation branch control room and stilling basin. (4) Power station (new project) plant, water pressure pipe and mechanical and electrical installation. The renovation project was completed in June 1965. During the construction of the two phases, 583000 cubic meters of earthwork and 53000 cubic meters of concrete have been completed, and 2.75 million man days have been used. The total investment is 11.89 million yuan, of which 9.5 million yuan is invested by the state, and 2.39 million yuan is converted from collective investment and labor service.
After the completion of the renovation project of Dongfanghong reservoir, due to the influence of the "Cultural Revolution", it has not been formally accepted by the higher authorities. There are some problems in the project, which will be repaired in succession. (1) In September 1966, when the northerly wind was more than 6, the rock slope protection on the upstream surface of the earth dam was seriously damaged. In 1967, the upstream slope protection of the earth dam was completely renovated. The parts below the Xingli water level were protected with 50 × 70 × 20 cm precast concrete slabs, and the parts above the Xingli water level were protected with more than 30 cm stone blocks. From 1973 to 1980, the old river channel behind the dam was crushed with rubble, with a work volume of 45800 cubic meters. From 1979 to 1983, 50 × 70 × 10 cm precast concrete slabs were used for slope protection on both sides of the old river (natural drainage and decompression ditch). (2) In 1976, the spillway was eliminated and the bottom width was expanded to 20m. In 1984, the retaining wall at the exit section of the original spillway was protected by mortar masonry for 264m. In 1985, the flat steel gate was refitted, and the hoist was changed to electric and manual use; the original spillway highway bridge was increased by 4 meters, and the original bridge deck was changed to the gate chamber working bridge, and another highway bridge was built above the gate chamber working bridge.
Reservoir benefit
After the completion of Dongfanghong reservoir, the discharge of flood control has not exceeded the safe discharge of downstream river. In 1960, the maximum rainfall in the reservoir area was 142.9 mm on the 3rd day, and the peak flow into the reservoir was 300 cubic meters per second. The reservoir only discharged 28.8 cubic meters per second, reducing the flood peak by more than 90%. The 11 villages, 25000 people and 25000 Mu cultivated land on both sides of the Zhayin River in the lower reaches were protected from the flood disaster, and the Binbei railway 25 kilometers downstream of the reservoir was protected from the flood threat. In terms of irrigation, before the construction of the reservoir, the irrigation area on both sides of the Zayin river was only 1000 mu. After the completion of the reservoir, the irrigation area increased year by year. In 1985, the reservoir water source was used to irrigate 41500 mu of paddy fields, with sufficient guarantee rate of water source. The power station supplies power to Hongguang farm, Shuanglu, Dongfanghong and Hulin. In 1969, it was connected with the State Grid. From 1959 to 1985, 1.35 million kg of commercial fish were caught. In 1973, we began to engage in the production of fingerlings. At present, there are 383 mu of fish ponds, which can produce more than 50000 kg of autumn flakes per year.
