Shuimogou District, founded in June 1956, is located in the northeast of Urumqi city. It is one of the four central urban areas of Urumqi City, and also the earliest industrial and mining area and scenic tourist area of Urumqi city. Urumqi municipal Party committee and government are located in Nanhu East Road. Shuimogou District has become the political and cultural center of Urumqi. The total area of the district is about 277.56 square kilometers, of which the built-up area is 63 square kilometers. It governs 15 district management committees, 159 communities and 3 administrative villages. There are 29 ethnic groups living in the region, including Han, Uygur, Kazak, Mongolian and Hui ethnic groups. The registered residence population is 242 thousand and 100. There are 793 grassroots party organizations with 12388 party members. There are 29 primary and secondary schools, 16 hospitals, 26 mosques and 373 administrative institutions.
In 2018, the GDP of Shuimogou District was 33 billion yuan, with a year-on-year growth of 8.6%.
Evolution of organizational system
From the Qin Dynasty to the early Western Han Dynasty, Shuimogou District was a nomadic land for Cheshi.
In the second year of shenjue (60bc), Emperor Xuan of the Western Han Dynasty, the Han Dynasty unified the western regions and established the Duhufu of the western regions in Wulei, which was under the jurisdiction of the Duhufu of the western regions and officially incorporated into the territory of the Western Han Dynasty.
In the Tang Dynasty, Shuimogou District was under the jurisdiction of Luntai County and controlled by Anxi Prefecture.
During the song and Yuan Dynasties, the region was located in the province of Bishi Bali Xingshu.
In the Ming Dynasty, this area successively belonged to Heshuote tribe and Junggar tribe of irut, Mongolia.
In the Qing Dynasty, the area successively belonged to Dihua Zhili Prefecture, Dihua Prefecture and Dihua County, and huilaibao and changfengbao were established in Liudaowan and qidaowan to cultivate farmland.
After the founding of new China, it belonged to Urumqi (Dihua city before 1954).
In May 1956, the Shuimogou industrial and mining area was set up from the five districts of Urumqi city and one district of Urumqi county.
In 1969, Badaowan town was assigned to Shuimogou industrial and mining area, and was renamed Shuimogou area in 1969.
In December 1987, Urumqi municipal government decided to put the jiajiawan sub district office under Dongshan District. In January 1989, Xinmin Road sub district office of Tianshan District was put under Shuimogou District. In January 1998, Nanhu sub district office was set up from Xinmin Road and Liudaowan sub district offices.
In August 2000, qidaowan township of Urumqi county was entrusted to Shuimogou District. In January 2001, qidaowan township of Urumqi county (excluding kaewan Village) and Shuimogou village of Lucaogou township of Dongshan District were officially assigned to Shuimogou District.
On January 12, 2007, qidaowan township was officially abolished and qidaowan street was established. In October 2007, Urumqi municipal government decided to put gejiagou village, shirenzigou village and laobagou village in Lucaogou township of Dongshan District under the jurisdiction of Shuimogou District; the area of Shuimogou District increased by 186 square kilometers; at the same time, the three villages were integrated with the original "Shuimogou Scenic Area Management Committee Office", and the "Shuimogou Scenic Area Management Committee" was established The area includes three villages, Shuimogou village and scenic area, with a total area of 246 square kilometers.
According to the sixth census in 2010, there are 390943 permanent residents in Shuimogou District, including 48544 in Shuimogou street, 77454 in Liudaowan street, 43730 in weihuliang street, 3326 in Badaowan street, 66592 in Xinmin Road Street, 77316 in Nanhu South Road, 40899 in Nanhu North Road, 30358 in qidaowan street and 2724 in rural Affairs Management Office of Shuimogou District.
In 2013, Urumqi municipal government (wuzhengban 568) approved the establishment of Yushugou street and shirenzigou street in Shuimogou District. After the adjustment, the district has jurisdiction over 10 streets.

Shuimogou District is located in the northeast of Urumqi, in the southern margin of Junggar basin, at the north foot of the west end of Bogda peak in Tianshan Mountains. The current division is adjacent to Tianshan District with Hongshan Road in the south, Osaka City in the southeast, shayibak district and new urban district with Hetan Expressway in the west, and Midong District in the north and East.
