According to Ruan Shangbin, the salt transport envoy of Changlu, and Wang Yintong, the former name of Dulin was Dengying town. It crossed both banks of Hutuo River and traveled north to Beijing and Tianjin. The merchants who came and went from there traveled with each other. Although there were boat ferry since ancient times, it was very inconvenient for passengers and goods. During the Wanli period of Ming Dynasty, Liu Shangyou, a good man, witnessed the difficulty of boat crossing and proposed to build a stone bridge to facilitate salt transportation. The salt transportation envoy Ruan Shangbin and the governor of Yingzhou, Liu yukuan, donated money. With the help of local gentry, merchants and charity people, the bridge was built in 1594 with 20000 taels of silver. During the reign of Emperor Guangxu of the Qing Dynasty, the Hutuo River overflowed, and two large and small holes at both ends of the bridge were blocked. Those who are good at righteousness want to repair it many times, but it costs a lot of money, and the project is arduous. Fourteen years later, Wang Yintong, a native, was determined to rebuild the Dengying bridge. He spared no effort to raise money for the bridge. After six years, the bridge was repaired and completed. However, Wang Yintong was also heavily in debt. He followed the monks and Taoists to collect money to repay the bridge debt.
