Yuecheng Reservoir is located in Cixian County, Handan City, Hebei Province. It is a control project of Zhanghe River System in Haihe River Basin. The control basin area is 18100km2, accounting for 99.4% of Zhanghe River Basin area. The total storage capacity is 1.3 billion cubic meters. The reservoir was started in 1959, stopped flood in 1960, impounded water in 1961 and completed in 1970.
Administrative division
Yuecheng Reservoir, located in Ci County of Handan, Hebei Province, is a super large reservoir directly managed by the state.
Flood control standard
Yuecheng Reservoir is a national large I type reservoir. Its design flood standard is once in 1000 years, check flood standard is once in 2000 years, and downstream river safety standard is once in 30 years.
Hub building
Earth dam: including one main dam and four auxiliary dams, with a total length of 6294.5m. The main and auxiliary dams are roller compacted homogeneous earth dams. During heightening and expansion, gravel materials are used for full section slope pressing at the downstream. The maximum dam height is 55.5m.
Spillway: located between the main and auxiliary dams, the foundation is mainly composed of tertiary sand layer, with clay or conglomerate locally, which is an open chute spillway. The entrance gate has 9 holes in total and adopts three-stage underflow energy dissipation with the maximum discharge of 12820 m3 / s.
Spillway tunnel: it is a buried pipe type under the dam, located on the left bank of the main dam and on the Quaternary Poorly Cemented conglomerate. It consists of intake tower, tunnel body and outlet energy dissipation section, with 9 holes in total. The diameter of the tunnel is 6 × 6.7m. Except for the right hole, the other 8 holes are used for flood discharge. The maximum discharge is 3530 m3 / s, which is the largest buried pipe project under the dam in China.
Power station: located on the right side of the stilling basin of the spillway tunnel, a 5m diameter and 280m long penstock is installed in the right hole of the spillway tunnel for water diversion and power generation, with an installed capacity of 17000kw.
Headworks: Minyou sluice in Hebei Province and Zhangnan sluice in Henan Province, located on the right wall of stilling basin of spillway tunnel, with maximum diversion flow of 100 m3 / s.
From 1987 to 1991, the dam of Yuecheng Reservoir was heightened and expanded. The crest elevation of the dam was increased from 157.0m to 159.5m. Gravel was used to press the slope at the downstream section. In addition to the heightening of the dam, the spillway project was strengthened, and the design discharge was increased from 11000 m3 / s to 12820 m3 / s. meanwhile, the spillway tunnel project was reconstructed. By the end of 2010, the upstream cutoff wall project of the main auxiliary dam has been basically completed.
task
The task of the reservoir is flood control, irrigation, urban water supply and power generation. Through reservoir regulation and storage, the safety of the vast plain areas in the lower reaches and the Beijing Guangzhou, Beijing Shanghai, Beijing Kowloon railways, Beijing Zhuhai, Beijing Fuzhou and other expressways are ensured; 2.2 million mu of farmland can be irrigated through Minyou canal in Hebei Province and Zhangnan canal in Henan Province; the industrial and domestic water in Handan and Anyang can be partly solved; combined with irrigation power generation.
Downstream protection scope
Yuecheng Reservoir protects 39 cities (counties) and important industrial and mining areas to the south of Qingliang River in Hebei Province, to the north of Anyang River in Henan Province and Majia River in Shandong Province. It is the main part of grain and cotton base in North China. It protects 27.32 million mu of agricultural cultivated land with a population of 14.16 million. 1982 flood
1. Overview
Since July 30, there has been a torrential rain in the area above Yuecheng Reservoir, tianqiaoduan and kuangmenkou Guantai. From 12:00 on July 30, 1982 to 9:00 on August 3, 1982, Guantai station experienced four flood peaks of more than 1800 cubic meters per second, of which August 2 was the largest, with a flood peak of 2060 cubic meters per second and a five-day inflow of 484 million cubic meters. The water level of Yuecheng Reservoir rose rapidly from 120.01m at 8:00 on July 30 to 139.39m at 8:00 on August 3, exceeding the flood limit level of more than 7m and the water storage capacity of Yuecheng Reservoir increased rapidly A corresponding increase of 354 million cubic meters.

According to the actual situation of rain water in the upper reaches, considering the premise of ensuring dam safety, more water should be stored as much as possible, and at the same time, the flood peak should be staggered with the Weihe River, so as to reduce the beach inundation of Weihe canal. The discharge of water started at 10:00 on August 3, and reached the maximum of 603 m3 / s at 12:00. The rain basically stopped after 20:00 on August 4, and the flow at the observation station was reduced to less than 500 m3 / s To 70 m3 / s. Yuecheng Reservoir played an important role in the flood. On August 3, the maximum discharge from the reservoir was 603 cubic meters per second. The discharge volume of the flood was 70 million cubic meters, reducing the flood peak by 81% and the flood volume by 85%.
1996 flood
1. Overview
Affected by typhoon No.8, a torrential rain suddenly fell in the basin from August 2, 1996 to August 5, 1996. The rainfall center of Zhanghe River is in the lower reaches of Qingzhang River, and the rainfall is mostly more than 200 mm. The water level of each station in Zhanghe River rose from the night of August 3. The first flood peak appeared at 12:00 on August 4, with a discharge of 5310 m3 / s. The second flood peak appeared at 18:00 on August 4, with a discharge of 8910 m3 / s, the second since 1956. The maximum discharge of Yuecheng Reservoir was 1500 m3 / s, and the highest water level was 146.90m. Affected by the flood discharge of Yuecheng Reservoir, the right dike of Zhanghe River approaches or reaches the guaranteed water level. Due to serious siltation, the flood discharge capacity of Zhangweixin River in the lower reaches is reduced, and many embankments are in danger, but there is no breach disaster.
2. Brief introduction of dispatching
On August 4, 1996, the flood peak in front of the dam of Yuecheng Reservoir reached 8910 m3 / s, the maximum discharge of Yuecheng Reservoir was 1500 m3 / s, reducing the flood peak by 83%, giving full play to the peak cutting effect of Yuecheng Reservoir and strongly supporting the flood control work in the downstream.

The monitoring results of Anyang City showed that aniline, volatile phenol and other factors were detected and exceeded the standard in Yuecheng Reservoir, Hongqiqu and other water bodies in Anyang City. Fortunately, the indicators of water samples at the impoundment of Yuecheng Reservoir of Anyang City's fifth waterworks were normal.

Zhang Bao, mayor of Changzhi City, said that the aniline leakage accident affected more than 20000 people in 28 villages of Pingshun county and Lucheng city. Affected by the accident, many residents in Handan City, which caused a large area of water stoppage, are still worried about the impact of water quality. She told the reporter that since the early morning of January 6, the water supply to her home had been restored, but she was very worried about the water cut-off caused by pollutant discharge.
Is aniline in river water harmful to human body? In this regard, Xia Qing, President of the Chinese Academy of Environmental Sciences, said that on the one hand, it depends on the total amount of 8.7 tons of aniline discharged into the river; second, the concentration of aniline in the water is constantly changing, and whether the polluted water source can be drunk depends on the concentration of the water quality section and the concentration measured at the water intake.
