Sino Japanese War of 1894-1895

The former three islands became important coastal defense areas because of their dangerous terrain. According to historical records, the Sino Japanese War of 1894 broke out on August 1. On November 22, 1894, Lushun Port, the first coastal defense fortress in the northern ocean, fell, and Feng Zicai, a famous general of the anti French army, was transferred to lead the army to aid the north. On January 19, 1895, the Japanese army occupied the former three islands, and two British ships swam between them and planted flags on both sides of the former three islands. In the spring of the 21st year of Guangxu, in order to strengthen coastal defense, Feng Zicai sent troops to the former three islands to pull up the British flag. The British ships saw that the coast defense was very solid, so they fled from the former three islands. Feng Zicai also sent troops to strengthen the protection of the former three islands, dealt a heavy blow to the aggressive ambition of the foreign invaders, moved the local people, and sent all the people umbrellas to respect their contributions. Later, Feng Zicai trained 150 navy soldiers, set up 300 civilian regiments, and set up dozens of sea vessels to patrol the waters of the former three islands.

Counter-Japanese War

During the Anti Japanese war in 1938, the first three islands in Haizhou Bay became the first strategic target of the Japanese aggressors. Due to the poor defense of the Kuomintang officers and soldiers on the island, the Japanese Navy occupied the cheniushan island of the former three islands on September 13, 1938, thus further occupying Lianyungang port, dongxilian Island, Gaogong island and other places. After the Japanese occupation, the puppet Lianyun city was established. The municipal government is located in Xugou and mayor Tao HuiFu.

Administrative change

The issue of the former three islands has not yet been solved, and the dispute between Shandong and Soviet provinces has a long history.

On January 15, 1985, Shandong Province submitted a report to the State Council, hoping to rename the names of islands and reefs in Rizhao County, Shandong Province. On April 20, 1985, the State Council entrusted China Toponymic commission to give an official reply. According to (85) zhongdizi No. 4 document, we agree to name Dashan island and cheniushan Island, and change Pingshan island to Pingdao.

On September 6, 1985, the State Council (85) Guo Han Zi No. 141 approved and replied to the Jiangsu Provincial Government: according to the consensus of the geographical names committees of Jiangsu and Shandong provinces, the name of 12 islands and reefs, including Pingdao, has been approved by the Chinese Geographical Names Committee in (85) Zhong Di Zi No. 4, but the approval does not involve the administrative ownership of islands and reefs.

The State Council's two replies to the issue of island names did not involve administrative ownership, which left hidden dangers for the subsequent disputes.

Ownership dispute

According to local fishermen in Lanshan, Rizhao, the former three islands were previously garrisoned by Jinan Military Region. From this point of view, the former three islands in history should belong to Shandong; after 1988, the former three islands were guarded by Jiangsu Border Defense Corps. There is a lot of evidence in Shandong Province and Jiangsu province that the first three islands belong to this province since the Qing Dynasty. After the Huaihai Campaign in 1948, xinhailian city was liberated, but the whole territory of Jiangsu Province has not been liberated, and it is temporarily entrusted by Shandong Province. From January 1, 1953, xinhailian city was separated from the jurisdiction of Shandong Province and transferred to Jiangsu Province under the jurisdiction of Xuzhou special office. In 1961, xinhailian city was renamed Lianyungang City.

On April 8, 2005, the reporter came to Rizhao Civil Affairs Bureau. Wang zhaotian, head of the division and place name section of the Civil Affairs Bureau, said firmly that the former three islands undoubtedly belong to Shandong, and showed the reporter the map of Rizhao City printed by Shandong map publishing house in February 2005. The former three islands were specially marked in a prominent position. However, in the map of Lianyungang printed in 2004, the former three islands were clearly marked as evidence that Lianyungang was the government in charge of the former three islands.

In February 2019, Fang Wei, mayor of Lianyungang City, visited the former three islands to express sympathy to the people stationed on the islands and investigate the development of marine economy.

Causes of dispute

In August 1990, Song Ping, member of the Standing Committee of the Political Bureau of the CPC Central Committee, pointed out that marine development has great potential and has a bright future, and asked Shandong to put marine development on the agenda. In March 1991, Li Chunting, then executive vice governor of Shandong Province, gave a speech on "marine Shandong" at the Shandong Provincial Aquatic work conference In April 1991, Zhao Zhihao, then governor of Shandong Province, formally put forward the strategy of "maritime Shandong" at the fourth session of Shandong Provincial People's Congress.

Because of its unique geographical location, the former three islands have become the throat of the "maritime Shandong" strategy. Rizhao City urgently requests to bring the former three islands into its jurisdiction. Rizhao City believes that the former three islands are the traditional fishing grounds and important breeding bases for the survival of the fishermen in southern Shandong. If they are lost, they will not only block the gateway to the sea in the southeast coast of Shandong Province, but also cut off the southward passage of Lanshan, Rizhao and Qingdao, which will cause immeasurable losses to the strategy of "maritime Shandong".

In order to strengthen the control of the former three islands, according to (92) luzhenghanminzi No. 59 "Shandong Provincial People's government's reply on Approving the establishment of the former three islands township of Rizhao City", on December 19, 1992, Shandong Province established the former three islands Township, which is subordinate to Donggang District of Rizhao City and has jurisdiction over four administrative villages, including the former three islands and liujiahaiwu, and set up the Township People's Government on Pingdao. On May 29, 1993, Shandong Province set up Lanshan office in Donggang District of Rizhao City as the representative office of Rizhao City. In fact, Lanshan office is equipped with county-level working organizations, 64 departments, more than 1000 party and government personnel, and all kinds of foreign-related organizations. However, due to the lack of administrative establishment, Lanshan office has been "black registered permanent residence" for many years, even though its leaders have been called district party secretary and district head for 11 years.
