Gongbei Customs of the people's Republic of China is a department level customs directly under the leadership of the General Administration of customs. It was originally built on April 2, 1887. It was renamed Gongbei Customs in January 1950 and approved by the State Council in June 1984. The area covers Zhuhai and Zhongshan. There are 11 first-class ports, 7 second-class ports and 2 midway supervision stations.
Historical evolution
The predecessor of Gongbei Customs is Gongbei Customs. With the permission of the Qing government, on April 2, 1887 (the 13th year of the reign of Emperor Guangxu of the Qing Dynasty), lege (Hungarian) took over the permanent tariff factories of maliuzhou and Qianshan and their three anti smuggling cards in Gongbei. Gongbei pass (Yangguan) was officially established, with its headquarters in Macao.
On November 15, 1949, the Shiqi military control committee of the people's Liberation Army took over the Gongbei Customs, ending the 62 year history of the foreign tax department's rule of Gongbei Customs.
In January 1950, the General Administration of Customs announced that Gongbei Customs was officially named "Gongbei Customs of the people's Republic of China", which was under the dual leadership of the General Administration of customs and the South China Customs. In the same year, the office of the tax department of the former Gongbei Customs in Macao moved to Gongbei one after another.
On January 2, 1951, the General Administration of Customs issued a document to change Gongbei Customs into a separate customs office under the leadership of Jiangmen Customs.
In 1953, Gongbei sub Customs was combined with Qianshan working group of Shiqi branch of Guangzhou Foreign Trade Bureau.
From 1955 to 1956, according to the requirements of the higher authorities, the functions of the foreign trade department undertaken by Gongbei Customs branch were gradually transferred to the relevant units.
In 1956, with the simplification of the entry-exit policy of Hong Kong and Macao compatriots and the sharp increase in the number of inbound and outbound passengers at Gongbei port, the Ministry of foreign trade decided to transform Gongbei sub customs into Gongbei Customs from August 15, 1956, and Jiangmen Customs into sub customs, which, together with Shiqi sub customs, would be under the leadership of Gongbei Customs.
In 1966, the National Cultural Revolution was launched. In 1969, Gongbei Customs Revolutionary Committee was established, which was composed of customs, health inspection and animal and plant inspection. In 1972, health inspection and animal and plant inspection withdrew from Gongbei Customs Revolutionary Committee.
In 1978, Gongbei Customs reform committee was abolished.
On February 9, 1980, the State Council issued a document to decide that the national customs system should be put under the unified management of the central government. Gongbei Customs is designated as a department level organization.
In order to adapt to the new situation after the reform and opening up, the State Council approved in June 1984 that Gongbei Customs was upgraded to a bureau level organization.
On December 28, 1985, Gongbei Customs moved from No.24 Lianhua Road to Qiaoguang road building.
On January 1, 2006, he moved from 118 Qiaoguang road to 18 Shuiwan road.
On April 20, 2018, in accordance with the institutional reform plan, the entry-exit inspection and quarantine management responsibilities and teams were assigned to the customs. The former Zhuhai entry exit inspection and Quarantine Bureau merged with Gongbei Customs to promote the institutional reform and Reform in various fields, straighten out the responsibility relationship, optimize the function allocation, and start a new journey of building a new socialist customs.
Main responsibilities
(1) To be responsible for the implementation of the guidelines, policies and decisions of the Party Central Committee and the State Council on customs work in the customs areas, to adhere to and strengthen the party's centralized and unified leadership over customs work in the process of performing their duties, and to fulfill the responsibility of comprehensively and strictly administering the party. (2) to be responsible for implementing the laws, regulations and rules related to customs administration. Normative documents and relevant technical specifications, responsible for tax collection, supervision, anti smuggling, entry-exit inspection and quarantine, statistics, etc. (3) monitor, study and judge all kinds of law enforcement risks, management risks and clean government risks in the customs area, organize prevention and resolution, and be responsible for the construction of grass-roots party organizations, team building and daily management in the customs area. (4) to complete other tasks assigned by the General Administration of customs.
