At the beginning of the Anti Japanese War, commander Su Yu led the advance detachment of the New Fourth Army to carry out strategic reconnaissance in Maoshan area. Through reconnaissance, he found that Baoyan is located in the core area of Maoshan area and the central area at the junction of the four counties. It has a very important strategic position, developed commerce and trade, and rich economic resources. It is an important town in Maoshan area. In addition, Jardine's wine shop opened by Zhang Haoming, the first one in the east of the town, stands high on the South Bank of Tongji River, with convenient water and land transportation and unique office conditions.

There are more than 100 courtyard houses in Jardine's wine shop, which is very suitable for military command organs. In case of special circumstances, it can be quickly evacuated and transferred. Therefore, he was selected by commander Su Yu as the secret command center and office of the first detachment of the New Fourth Army.

On June 15, 1938, Chen Yi led the first detachment of the New Fourth Army to Baoyan and set up the headquarters, the political department, and the logistics department. Chen Yi and other leading comrades lived and worked in the courtyard of Yihe liquor store in Baoyan town.

Therefore, Baoyan town is called "the first town in Jiangnan Anti Japanese War" by historians and "the important town of Maoshan area and the revolutionary cradle of Maoshan Anti Japanese base area".

During his life and work in Baoyan, Comrade Chen Yi extensively mobilized and organized the people to actively carry out the United Front work, meeting Guan Wenwei, striving for Ji Zhengang, mobilizing fan Yulin and inspiring Wu Hengtong. Xu Weixin was recruited and organized several political training classes for anti Japanese cadres in Southeast China, which trained a large number of cadres to understand politics. Local and military cadres who understand business and military affairs have provided sufficient human resources for the formation and development of Maoshan Anti Japanese base area.

On July 7, 1938, in order to commemorate the first anniversary of the outbreak of the Anti Japanese War, Chen Yi held a representative meeting of people from all walks of life in the four counties of Zhenjiang, Jurong, Jintan and Danyang in the courtyard of Yihe liquor store in Baoyan Town, preparing to establish the four county anti enemy Self Defense Committee (hereinafter referred to as the four county anti enemy Association). At this meeting, Ji Zhengang, manager of Maolu company, fan Yulin and Wang Fengqing were selected as directors, deputy directors, and nine standing members were selected, At the same time, he issued the first notice of the New Fourth Army after its eastward invasion, calling on the Anti Japanese people to smash the self government maintenance association and other traitor organizations. This notice is now a national first-class cultural relic.

After the establishment of the four counties' anti Japanese general association, it appointed the district head and administrated all kinds of mass Anti Japanese organizations at all levels. It collected taxes and grain, mobilized troops and raised military supplies, effectively supported the main forces of the New Fourth Army, and made contributions to the establishment, development and consolidation of the Maoshan Anti Japanese base.

In 1993, the 11th People's Congress of Dantu County decided to prepare for the construction of the memorial hall of the New Fourth Army's four county anti enemy Association. In September 1995, the memorial hall was completed and opened to the public. After opening, the memorial hall has been listed as "Zhenjiang patriotism education base" and "Zhenjiang primary and secondary school moral education base" by the CPC Zhenjiang Municipal Committee and the Municipal People's government, and named as "Jiangsu national defense education base" by Jiangsu military region and Jiangsu National Defense Education Committee.
