National Changhua University of Education (NCUE) is one of the three normal universities in Taiwan.

From May 9 to 13, 2008, Changhua Normal University hosted the 1997 National College games of the Republic of China.
According to the ranking of universities in China, Taiwan and Mainland China released in 2013, they ranked 71st and 22nd in Taiwan.
In 1745 (the tenth year of Qianlong reign of the Qing Dynasty), the school was located at the northern foot of Bagua mountain in Changhua city. In memory of Mr. Chen Xianzhang, a Confucianist of the Ming Dynasty, and advocating his Confucian spirit of "upholding ambition and emphasizing practice", the school was founded here. It was named Baisha academy after Chen's name.
In January 1970, in order to improve the quality of secondary school teachers and promote the innovation of secondary education, the Taiwan Provincial Government established the Taiwan secondary school teachers' seminar at the current site. Because of the yearning for the spirit of Mr. Xianzhang, the site was named Baisha villa, which has been used since its establishment.
In August 1971, Taiwan Provincial Institute of education was established.
In July 1980 (69 years of the Republic of China), in line with the education policy of the central government, the school was reformed under the Ministry of education and renamed "National Taiwan Institute of education".
