Historical evolution
Shanghai Russian school attached to East China People's revolutionary University (1949-1950)
After the founding of the people's Republic of China, in order to learn from the experience of the Soviet Union's socialist construction and in urgent need of a large number of Russian talents, Comrade Chen Yi, then mayor of Shanghai, initiated the decision of the East China Bureau of the CPC Central Committee and Shanghai municipal Party committee to establish a school in Shanghai to cultivate Russian talents on the basis of the Fourth Department of the East China People's revolutionary University, "attached to the East China People's revolutionary University." This is the first foreign language school of higher learning set up at the beginning of the founding of new China. The Shanghai municipal Party committee appointed Jiang Chunfang, the president of time publishing house (a famous Russian translator, publisher and founder of Chinese Encyclopedia), who has been engaged in Russian news and literature translation and publishing for many years and is well-known in the cultural circles, as the first president. The school was originally located in Baoshan Road (the former Second Institute of national Jinan University).
East China People's revolutionary University (1950-1952)
Mayor Chen Yi visited the school many times and asked the school leaders to take a long view. Apart from Russian, they also need to train professionals in other languages. According to the instructions of Comrade Chen Yi, in order to meet the needs of the state's foreign affairs and foreign trade work, the university added an English class in 1950 and changed its name to "foreign language specialized school attached to East China People's revolutionary University", and moved its address to dongtiyu Huilu (former first College of national Jinan University). In April 1951, the school established the Department of Oriental Language and literature, adding majors of Burmese, Vietnamese and Indonesian. In March 1952, more than 150 students from the foreign language specialized school attached to the Political Department of the East China Military Region of Nanjing were incorporated into the school. By August 1952, the school had begun to take shape, with five languages including Russian, English, Burmese, Vietnamese and Indonesian.
Shanghai Russian school (1952-1956)
Since the second half of 1952, colleges and universities across the country have implemented unified enrollment and began to adjust their departments. According to the instruction of the Ministry of education, all the teachers and students in the Department of Oriental Language and literature are merged into Peking University, with only Russian major. In September of the same year, the school was renamed "Shanghai Russian school" and in November it was renamed "Shanghai Russian college" again, with a fixed length of three years. For the first time in those years, the school hired Soviet expert bilikinskaya to work in the school to guide the compilation of Russian reading books and conversation teaching materials.
Shanghai Institute of foreign languages (1956-1994)
In 1956, with the approval of the State Council, the school changed its name to "Shanghai Institute of foreign languages", adding English, French and German majors, and the length of schooling was changed to four years. At that time, the Russian major was still recruiting new students, and English, French and German majors were actively preparing for the school running work, which was scheduled to enroll in 1957. However, with the expansion of the anti rightist struggle, the enrollment plan of English, French and German majors in that year could not be realized, and the development of the University was relatively shrinking. From 1957 to 1960, the university had to transfer a considerable number of foreign language teachers to work in other universities and scientific research institutions.
At the same time, the students from Shandong University and other universities transferred to study (1957), and the English major of Foreign Language Department of Shanghai First Normal University was incorporated into the school (1958). In 1958, the school opened a night school department with four languages including English, German, French and Russian. The first group of 2200 students enrolled. In the same year, entrusted by the finance and Trade Department of Shanghai municipal Party committee and Shanghai Foreign Trade Bureau, the Department of foreign trade was established in six languages, including English, German, French, Japanese, Arabic and Spanish. During this period, the Department of foreign trade was finally transferred to Shanghai Institute of foreign trade (now Shanghai University of foreign trade and Economics) in 1978.
On September 12, 1963, with the approval of the central government, Shanghai Institute of foreign languages was listed as a national key university under the leadership of the Ministry of education. On October 31, 1964, approved by the 148 th plenary session of the State Council and signed by Premier Zhou Enlai, Comrade Wang Jiyu, former vice president and Russian translator of Heilongjiang University, was transferred to President of Shanghai Institute of foreign languages. This is the first president appointed by the State Council since the establishment of the University in 1949. During this period, the school also added a training department for overseas study preparation personnel, and jointly established teaching departments such as affiliated foreign language school (i.e. Shanghai foreign language secondary school) and affiliated foreign language primary school (i.e. Shanghai Foreign Language Primary School) with Shanghai Municipal Bureau of education. In June 1966, the so-called "class suspension and revolution" began. The party and government work and all kinds of management work of the school could not be carried out. Teaching and scientific research was limited to a halt. A large number of Party and government management cadres and teachers at all levels suffered all kinds of persecution and attacks.
In 1970, the school opened a pilot class with 32 students (English and German). Subsequently, according to the instructions of the Ministry of education, the school officially resumed enrollment in May 1972, recruiting 536 workers, peasants and soldiers from 17 provinces, cities and autonomous regions of the country, and enrolling them into nine majors, including English, Russian, German, French, Japanese, Arabic, Spanish, Greek and Italian, for three years. Since 1973, an additional major has been added to the program. Thus, shangwai overcame many difficulties and began the reconstruction of teaching order and the restoration of teaching work.
First of all, the school restored the organizational system of the Department, rebuilt the teaching and research section and teaching group, opened the library, and so on. Shangwai tried its best to provide solid and systematic teaching and meticulous training for the three-year professional study of the then workers, peasants and soldiers, including the opening of six courses. Meanwhile, it also organized the workers, peasants and soldiers to go out of the school and "open the door" to apply the foreign language professional knowledge and skills they learned to practice. At the same time, it has also undertaken and completed the training and teaching tasks of some foreign language talents. During this period, Heilongjiang Russian correspondence class, Yunnan Xishuangbanna English short training class and various foreign language short training classes attended by more than 1400 people were also held. In October 1976, the gang of four was smashed in one fell swoop, and the teaching work of shangwai began to go out of the trough and get a new development.
In 1979, the school's educational system was restored to four years, and began to recruit graduate students, and the work of the school gradually went to the normal level. In order to meet the needs of reform and opening up, the school resumed the overseas training department in the same year, and established Shanghai Foreign Language Education Press, various research institutions, library and reference center, foreign language examination center, etc. In the same year, he and the government of Xuhui District co founded the branch of Shanghai Institute of foreign languages at No. 150 Puxi Road (the former site of Ziyang middle school) (it was changed into the school of foreign languages of Shanghai University in 1983).
Since 1982, the university has made various efforts to develop from a single foreign language college to a multi-disciplinary foreign language university. Since 1983, international news, international trade, international economic law, international accounting, Chinese as a foreign language, foreign affairs management, news communication and technology have been added. In September 1983, the Academic Degrees Committee of the State Council approved the right to confer doctoral degrees in English and Russian. In May 1985, with the approval of the Ministry of education, the English name of the school was changed from Shanghai Foreign Language Institute to Shanghai International Studies University. In 1993, under the leadership and support of the State Education Commission and the Shanghai municipal Party committee and government, the university took the lead in implementing the system of combining admission fees with scholarships and loans in Chinese universities.

In 1996, the University passed the examination and approval of the Ministry of education and became a national key university in the "211 Project". Since 1997, the university has been the chairman of the foreign language teaching steering committee of the Ministry of education of the people's Republic of China. In 2000, the university built a new campus in Shanghai Songjiang University Town, and the first year undergraduate and graduate students moved in one after another. In 2000, the Middle East Institute of the University was selected as the key research base of Humanities and social sciences of the Ministry of education; in the same year, the University established the national non universal language construction base.
