The current site was Longzhou railway station on the Sino French joint venture railway from Longzhou to Tongdeng. After the Sino French war in 1885, China and France signed the Sino French Treaty on Vietnam in Tianjin, which opened up Longzhou as a commercial port. The Qing government allowed the French government to set up a consulate in Longzhou. In 1889, the French government sent Andy to Longzhou to set up a consulate. After many surveys, Andy believes that the langyuanjiao on the opposite bank of the South Gate of Longzhou is the confluence of the pinger River and the Shuikou river. Going up against the pinger River, you can reach Qixi (gentianea crassifolia) in Liangshan Province, Vietnam; going up against the Shuikou River, you can enter the Muammar River and reach Gaoping, the capital of Gaoping Province, Vietnam. In the rainy season, ships from Qixi or Gaoping downstream, a day can reach Longzhou. At that time, when the road was blocked, there was no doubt that lanyuanjiao was a convenient place for transportation, so Andy decided to build a museum in lanyuanjiao. After land acquisition and housing construction, the door plaque of "French Consulate in Yonglong" was hung and the office was opened.

In 1913, the French Consulate once moved to Nanning, the capital of the province. However, because the provincial government had no foreign affairs agency, the Guangxi border flood control supervision office, a special diplomatic agency specialized in handling French affairs according to the Sino French treaty, was located in Longzhou. There were many inconveniences for the French consulate to handle business in Nanning. Soon, it still went back to the original site of Longzhou.
On February 1, 1930, the Communist Party of China led the Longzhou uprising. Consul Jiade colluded with the reactionaries at that time to subvert the revolutionary regime and was deported. After a period of time, France no longer sent consuls to Longzhou. In 1933, Li Pinxian, Guangxi's frontier and flood control supervisor, renovated the consulate, and France sent the consul to resume its operation until August 1949.
