Qingyan garden, formerly known as Chengnan Park, is located on the west side of Renmin South Road and the north side of Huancheng Road in Huaiyin City. It is the most representative classical garden in Northern Jiangsu. She kneaded the openness of the north and the delicacy of the South together, so that visitors can enjoy the beauty in playing. The Qing Yan garden, built in the reign of Emperor Kangxi of the Qing Dynasty, has been more than 300 years. It is the only well protected classical garden in Huaiyin and the only official garden preserved in the history of water transportation in China. According to the records of Qinghe County annals, Yanyuan in Qing Dynasty was once called Huaiyuan, Zhanyuan, Liuyuan and Chengnan park. The name of Chengnan park is the longest, and it has been restored to the ancient name of "Qingyan Park" since October 1, 1991. The pavilions, platforms, buildings, pavilions and rockeries in the park are well arranged, with winding paths, long corridors and flowing water in a circle. In Yongle period of Ming Dynasty, Yanyuan in Qing Dynasty was part of the warehouse management department in charge of grain management, which has a history of nearly 600 years. In 1678, the Qing government set up an official in qingjiangpu to govern the river. Jin Fu, the governor of the river, set up a guild hall in the former site of some divisions of the Ming Dynasty. In 1729, the governor's office of Jiangnan river was set up. After the renovation of Ren He Du, the scale of the park was completed. Qingyan garden was once called Xiyuan, Huaiyuan, Danyuan, Qingyan garden, Liuyuan, yeting Park and Chengnan park. In 1991, the park was renamed Qingyan garden. Qing Yan garden is composed of the following parts

River governor's Office
The river governor's office was the highest water control institution in the Qing Dynasty. It was a special decision-making, command and management institution set up by the state outside the capital, and it was in charge of the Yellow River, Huai River and canal. Since 1678, there were 72 River governors in Huai'an in the Qing Dynasty, 58 of whom lasted for 183 years; in 1861, the Qing government cut off the river governor, who was also in charge of river affairs, and moved to qingyanyuan for 43 years; in 1904, the water governor was cut off, and the governor's office was changed into Jiangbei governor's office; in 1905, Jiangbei governor was set up here.
The governor of the river course was directly under the command of the emperor. He had four roads, twenty-four halls and twenty-four (River soldiers) battalions under his jurisdiction. His "scale was so large that there were no two counties.". The main post of the governor of the river course is the second grade, or the first grade, and the deputy is the third grade. The imperial court often appointed higher ranking officials as river governors, such as Gao Bin, Ji Zengyun and others, who were awarded the title of University scholar.
At present, the river will be rebuilt in 2008. It shows the achievements of Huai'an water control in ancient and modern times, and becomes a window to show Huai'an water conservancy.
Ornamental value
Among them, Hefang academy is worth mentioning. Hefang Academy was originally a part of Qingyan garden built by Jin Fu, the governor of Hedu in the Qing Dynasty. Qingyan garden was built in 1678, when Hedu, who was in charge of several powers, was stationed in qingjiangpu: "digging pools and planting trees, it's a guild hall." After several times of construction, it had a garden scale. The Hefang academy is the most distinctive building in the Qingyan garden. It was built in 1750. After many changes, the Qingyan garden is beyond recognition. In the period of Jiangsu Anhui border region government, Hefang Academy was established as Xinhua library. Later, it was renamed Bogu Library in memory of the martyrs who died on April 8. In recent years, it has been renovated and renamed "Hefang academy". The couplets on the side of the door are still the old saying: the famous garden has its own world, and the old trees don't know when they are old.
Around the Hefang academy is the river governor's recreation place, where the stele Pavilion and stele gallery were built. From these inscriptions, we can know the hardship of water control and the situation of water transport. It is a group of rare historical materials and cultural relics of water conservancy.
While enjoying the scenery and cruising by boat, you can also see a variety of calligraphy and painting photography exhibitions, bonsai flower exhibitions and children's playground in the park. Qingyan garden is a paradise for tourists to be relaxed and happy.
In the 20th century, Yanyuan in Qing Dynasty was once regarded as a residential area for people to live in. Nowadays, wisteria garden and other places are typical residential areas.
