Guangdong Ocean University is a provincial key construction University jointly built by the people's Government of Guangdong Province and the State Oceanic Administration. It is a comprehensive university characterized by marine and aquatic products and coordinated development of multi disciplines. It is an excellent university for undergraduate teaching level evaluation of the Ministry of education. It is a university with a complete degree authorization system of "bachelor, master and doctor". It is also a high-level university in Guangdong Province Universities in China.

The predecessor of the school is Guangdong Provincial senior fisheries vocational school, which was founded in 1935. She is the originator of modern marine fisheries education in Guangdong. After several migrations, she was upgraded to Zhanjiang Fisheries College directly under the Ministry of agriculture. In January 1997, Zhanjiang Ocean University was established by the substantive merger of Zhanjiang Fisheries College with 62 years of school running history and Zhanjiang Agricultural College with 39 years of school running history. In December 2001, Zhanjiang meteorological school was incorporated into Zhanjiang Ocean University. In June 2005, with the approval of the Ministry of education, Zhanjiang Ocean University was renamed Guangdong Ocean University.

The school is located in Zhanjiang, a beautiful coastal city at the southernmost tip of the motherland, with a total campus area of 4892 mu. The existing Huguang Campus (campus headquarters), Xiashan campus and Haibin campus are respectively located in the east of Huguangyan World Geopark, a national AAAA scenic spot, 40 Jiefang East Road, Xiashan district and 43 Haibin Avenue, Zhanjiang Economic and Technological Development Zone. The school is close to the sea, green trees, birds and flowers, beautiful environment, is an ideal place for students to study and become talents. As the only Ocean University on the coast of South China Sea, the construction and development of the university has been warmly cared and strongly supported by the party and the national family. In January 1997, when former president Yang Shangkun unveiled the name of Ocean University, he said happily: our country needs such a university very much. Xie Fei, Li Changchun, Zhang Dejiang and Wang Yang, then members of the Political Bureau of the CPC Central Committee and Secretary of the Guangdong provincial Party committee, all had high hopes for promoting the development of marine economy. In November 2014, Hu Chunhua, member of the Political Bureau of the CPC Central Committee and Secretary of the Guangdong provincial Party committee, visited the University and pointed out that Guangdong Ocean University should deepen reform, make continuous innovation, strengthen connotation development, comprehensively improve the quality of running the University, establish first-class disciplines and one university, and strive to build a high-level Ocean University. Comrade Ou Guangyuan, Li Ronggen and Liu Kun, former vice governors of Guangdong Provincial People's government, and Comrade Deng haiguang, current Vice Governor of Guangdong Provincial People's government, also successively served as the chairman of the board of directors of the school.
