Shenyang Vocational and technical college is a comprehensive higher vocational and technical college approved by Liaoning Provincial People's government. The college is located in Shenyang, the capital of Liaoning Province and the center of central Liaoning urban agglomeration. Shenyang's huge equipment manufacturing enterprise group is a strong support for the college to carry out higher vocational education. The college is determined by the Ministry of education as the national training base for "numerical control technology" high skilled talents in higher vocational colleges, "computer application and software technology" high skilled talents training base, national "numerical control technology" students training (teacher training) base, Liaoning Vocational College Teachers and principals training base and Shenyang equipment manufacturing skills training base.

It covers an area of 779 mu with a construction area of nearly 210000 square meters. The library has 550000 books and nearly 10000 students. In 2006, the college achieved outstanding results in the talent training level evaluation of Liaoning Provincial Department of education. The college has a fully equipped practice factory equivalent to modern medium-sized equipment enterprises, and has set up a 36000 square meter modern information technology virtual training base. The college has established a close cooperation relationship with many large enterprises such as Shenyang Machine Tool Group, carried out order training, and built 86 internship bases for CNC technology. 　

The college strengthens the construction of teaching team and has a team of teachers who are willing to contribute high quality. There are 475 full-time teachers in the college, 40% of them have enterprise work experience, and 42% of them have the title of associate professor or above.
