Hebei University of water resources and electric power is located in Cangzhou City, which is on the Bank of the Bohai Sea and the canal. It is an applied technology-based undergraduate college directly under the Department of education of Hebei Province. The school was founded in Tianjin in 1952, jointly run by the Department of water resources, Department of communications and Department of industry of Hebei Province. The school was named "Hebei water conservancy and civil engineering school". It was one of the earliest water conservancy schools in North China at that time and one of the earliest independent water conservancy schools in China after liberation. In 1955, it was renamed "Tianjin water conservancy School of Hebei Province"; In 1958, he moved to Baoding City, upgraded to a university, and renamed "Hebei water conservancy and Electric Power College"; in 1960, he upgraded to an undergraduate college, and renamed "Hebei Water Conservancy College"; in 1966, he moved to Gangnan Town, Pingshan County, Shijiazhuang, and renamed "Hebei water Conservancy College"; in 1970, he moved to Cangzhou City, and renamed "Hebei Water Conservancy College"; In 1992, it was renamed as "Hebei College of engineering technology"; on March 28, 2016, with the approval of the Ministry of education, it was upgraded to an undergraduate college and renamed as "Hebei College of water conservancy and electric power".

At present, the school has more than 430 full-time teachers, including nearly 173 at or above the Deputy vocational college, more than 310 with master's or doctor's degrees, nearly 240 "double qualification" teachers, and more than 180 part-time teachers from industrial enterprises. There are more than 20 national and provincial model teachers, excellent teachers, famous teachers of Water Conservancy Vocational Education, young and middle-aged experts with outstanding contributions in Hebei Province, and more than 10 top-notch professional and technical talents and top ten outstanding young teachers in Cangzhou City. At present, the university has seven departments and two departments, with 47 undergraduate and specialized specialties, involving three disciplines of engineering, management and literature. It has formed a discipline system with engineering as the main body, water conservancy and electric power as the leader, and coordinated development of architecture, surveying and mapping, automation, transportation, machinery, information technology, economy and trade. At present, there are 2 key specialties, 1 national characteristic specialty, 1 national pilot specialty, 2 demonstration specialties of the Ministry of water resources, and 3 provincial demonstration specialties supported by the central government.

The University adheres to vigorously improving the employability of graduates, fully opens up new channels for graduates' employment, and comprehensively improves the service level of employment guidance. In the past three years, the employment rate of graduates has reached more than 98%, and the quality of employment has been continuously improved.
