Luo Xibei (1926.12 ~ 2005.11), male, from Xiangtan County, Hunan Province. He is the son of Luo Yinong, the early leader of the Communist Party of China, a famous hydropower expert and senior engineer. He is a member of the Communist Party of China, former president and Secretary of the Party group of the water resources and hydropower planning and Design Institute, former vice chairman and deputy director of the expert committee of China International Engineering Consulting Corporation, former vice president of China Engineering Consulting Association, deputy director of the General Administration of hydropower construction of the Ministry of water resources and electricity, and former deputy general manager of the General Corporation of hydropower construction. Member of the eighth CPPCC National Committee.

Luo Xibei has been engaged in hydropower construction for a long time and has rich theoretical and practical experience. Since the 1990s, he has been a senior consultant of the Three Gorges Project Development Corporation, a consultant of the technical committee of Xiaolangdi water control project construction administration bureau, a consultant of China Engineering Consulting Association and a consultant of Shanxi Wanjiazhai Yellow River Diversion Project Headquarters.

In 1953, he graduated from the former Soviet Union Moscow Power Institute, majoring in water energy utilization. He is a well-known expert in kinetic energy economy and hydropower planning in China. He is responsible for and participated in the planning of Longxi River, Dahong River and other rivers and the preliminary design of hydropower stations, as well as the survey, design and construction of Liujiaxia, Longyangxia and other large-scale hydropower projects. He presided over and reviewed the feasibility study and preliminary design of a number of large and medium-sized hydropower projects such as Shuikou, Lijiaxia, Yantan and Manwan He organized and led the investigation, planning and site selection of the upper Yellow River, Wujiang River, Lancang River and other major rivers. In the design and construction of Liujiaxia hydropower station, the new technology of low flow concrete and chemical grouting was developed and used for the first time. He won the first prize of national science and technology progress in 1981 and 1985.

From 1954 to 1987, he successively served as deputy chief engineer of Hydropower Planning Office of Beijing Design Institute of Ministry of fuel, chief engineer of Chengdu survey, design and Research Institute of Ministry of electric power industry, chief engineer of Liujiaxia Hydropower Engineering Bureau, deputy chief engineer of general planning and Design Institute of Ministry of water resources and electric power, deputy director of General Administration of hydropower construction of Ministry of electric power industry, President and party secretary of general planning and Design Institute of Ministry of water resources and electric power.

Since 1987, he has successively served as vice chairman of China International Consulting Corporation, vice chairman of expert committee, vice president of China Engineering Consulting Association, and member of the eighth CPPCC National Committee.

After his retirement in 2000, he served as senior consultant of China Three Gorges Project Development Corporation, consultant of Technical Committee of Xiaolangdi water control project construction administration bureau and consultant and technical member of China Engineering Consulting Association. Luo northwest is a member of the seventh and eighth CPPCC National Committee.

Luo Xibei, former president of water resources and hydropower planning and Design Institute, died of illness in Beijing on November 17, 2005 at the age of 79.

Northwestern Romania is in the Soviet Union

Northwest of Romania, the son of Luo Yinong, the early leader of the Communist Party of China, was named Siwei Yasha in Russian (Siwei was split from Luo in traditional Chinese), and entered Ivanovo International Children's home at the age of 15.

Not long after Rossi entered the children's home, the Soviet German war broke out. The children's Hospital organizes students to participate in collective labor, and requires each student to master certain skills. Northwest Luo began to have a special interest in radio, especially like to tamper with the old ore radio.

During the patriotic war, northwest Romania participated in military training organized by the Soviet side and sent death notices to front-line soldiers door to door. Some of the victims' families immediately burst into tears after receiving the notice, and the young Luo northwest ran away. Luo northwest also can't remember how many such notices were sent, and some death notices can't be handed over to their families - because they were also killed by the war. His experience was moved to the screen in 1995, and Luo Xiaoman, the character in red cherry, showed him. Of course, part of his content was artistic.

In addition, Luo Xibei also donated blood for the wounded with some other older children. Although he often suffered from starvation, for more than half a year, he still supported the front line through continuous blood donation. Of course, he could get some food for himself - but the amount was negligible.

In August 1944, Luo Xi Bei graduated from the seventh grade. The new dean of the children's home asked him and some older children to make a living on their own. When leaving the children's home, apart from the bedding, Luo northwest only received a change of clothes and a cotton coat. Thanks to the help of the former Chinese teacher of the children's Hospital and another Soviet, Northwestern Romania joined the Soviet nationality and solved the problems of eating, going to school and living. In a small wooden house of less than seven square meters shared with two other foreign students, Luo northwest began his new "red journey".

Later, Luo northwest applied for the Ivanovo School of mechanical and electrical engineering. Although he could get some food every day, because the quantity was very limited, he could only make a living by setting up stalls to repair electrical appliances. In order to fill his stomach, Luo northwest had to take the leather jacket he bought before going abroad to the market and exchange it for a big bag of potatoes to share with his roommates.

As the days became more and more difficult to maintain, they bravely went to the local Party committee to complain under the advice of their peers. After help, they can finally get the care of the children's home again. After that, luoxibei went back to the children's home to get bread, cream and sugar.

Shortly after the end of the patriotic war, northwest Romania was secretly arranged to leave Ivanovo and come to Moscow. There, he was taken to the Ministry of national security of the Soviet Union. A general met him, told him about the situation of the Anti Japanese battlefield in Northeast China, and asked him if he was willing to participate in spy work for the liberation of Northeast China. When he heard that he was beating the Japanese, Luo agreed immediately. It became clear after the event that Mao anying, Liu Yunbin (the son of Liu Shaoqi), Chen Zutao (the son of Chen Changhao) and Luo Xibei were originally chosen. At that time, because Mao anying was sent back to Yan'an, there were only three candidates left. Luo Xibei was selected because he had the best academic performance, knew radio knowledge, and his father was a former member of the Standing Committee of the Political Bureau of the CPC Central Committee and director of the organization Bureau of the CPC Central Committee.

Later, northwest Romania received special training in radio transmission in Chita of the Soviet Union, and basically reached the level of transmitter in less than a month. After the news of Japan's surrender, luoxibei did not give up his job. With the identity of Soviet spy, he went to Qiqihar in October 1945 in Manzhouli to fight against the Kuomintang's recovery army composed of local bandits, and sent a lot of valuable information back to the Communist Party of China.

Once there was a "red beard" (bandits incorporated by the Kuomintang) military and police to search. Luo northwest had no time to hide the radio station, so he stuffed it under the sofa. In the process of interrogation, "red beard" found that Luo northwest was not a local accent, suspected that he was the Eighth Route Army, and wanted to take him away. Luo northwest in order not to be found by the enemy radio, the first out of the door, lead away the enemy, fake his aunt's spy personnel have to hide the radio in time. Luo northwest was then taken to the next door to testify, because there is no flaw, escaped.

After that, he disguised himself as a "rich and young man" and made friends with KMT officials and children of rich businessmen in Harbin Institute of technology to collect intelligence. It was not until he finished his task and appeared in an open capacity at the meeting of the student Party branch of Harbin Institute of technology that the students suddenly woke up.

Feeling for "Three Rivers"

In April 1989, the Sichuan provincial government invited Luo Xibei to be the deputy head of the delegation, and led the Sichuan provincial "Three Rivers" hydropower comprehensive investigation team composed of experts from China Society of hydropower and power generation engineering, China Energy Research Association and China Society of water conservancy economics to conduct a comprehensive investigation on Jinsha River, Yalong River and Dadu River in Sichuan Province. At the beginning of the investigation report, the subtitle was highly praised: "the surging three rivers flow eastward, full of coal and oil!" This heavy report, with strong encouragement and great driving force, has accelerated the hydropower development in Sichuan, and even accelerated the hydropower development in Liangshan due to the "Three Rivers" investigation.

Gu Jinchi, he Haoju, Ma Lin, Xin Wen, then provincial leaders, and 42 experts spoke at the demonstration meeting held in Chengdu after the "Three Rivers" investigation.

"First of all, we should make clear the status and role of Liangshan development in Sichuan and the whole country. The development of Anning River Basin and the construction of Daqiao Reservoir lie in the rich water energy and mineral resources here.
