Liu Wanchun, named Shoushan, was born in Jiaohe, Hebei Province. He graduated from the 9th military cadet of Baoding military academy.

He was born on October 20, 1900. Hebei Jiaohe people, word Shoushan. Hui nationality. He graduated from the ninth infantry division of Baoding military academy.
After graduating from the military academy in August 1923, he successively served as a second lieutenant trainee, a second lieutenant platoon leader, a company commander and a major battalion commander of the 1st regiment of the 21st mixed Brigade (brigade commander Wang Duqing).
In September 1925, Hun 21 brigade was incorporated into the 7th Division of Beiyang Army (division commander Wang Duqing), and was promoted to deputy commander of lieutenant colonel.
In May 1927, the 7th Division was temporarily expanded into the 59th army of the 2nd group army of the National Revolutionary Army (commander Yan Desheng) and transferred to the post of colonel. In September, after the Department was disarmed, it was changed to the commander of the 71st Army (commander Xu Shouchun).
On January 6, 1928, the 71st army was reorganized into the eighth independent division of the National Revolutionary Army (division commander Liu Chunrong), and was changed to the head of the first regiment. In April 1930, the 14th division was expanded to the 3rd Front Army (commander in chief Yan Xishan) and the 20th Army (commander in chief Liu Chunrong), and was promoted to the post of major general of the 1st supplementary Brigade (two regiments). In December, the headquarters were laid off in Tianjin after being disarmed by the 26th Route Army.
In July 1931, he served as the chief of staff of the Taiyuan appeasement Office (director Yan Xishan).
In October 1933, he was transferred to the general headquarters of the North Road of the bandit suppression army in Jiangxi, Guangdong, Fujian, Hunan and Hubei.
In January 1934, he was transferred to be the captain of the communication section of the Lushan officer training regiment.
On May 29, 1935, he served as an infantry commander in the Syrian army.
In November 1936, he was transferred to the post of chief of staff of Major General Ma Yanshou of the 7th independent brigade.
In December 1937, he was transferred to the post of chief of staff of Major General Liu Fengbin of the 73rd division.
In April 1938, he was transferred to the post of major general of the 2nd brigade of the guerrilla army (commander Ma Bingren) in Suiyuan province.
In March 1939, he was transferred to the post of commander of the second major general of the Suiyuan guerrilla area.
In July 1942, he acted as the major commander of the third division of the new cavalry (under the jurisdiction of the third regiment).
On February 10, 1943, he became an infantry colonel.
On July 22, 1943, he was transferred to the post of major general of the 17th division (under the jurisdiction of the third regiment).
On October 23, 1944, he was promoted to major general and deputy commander of the 35th army.
On June 28, 1945, Jin was appointed major general of the army. In August, he also served as the division commander of the new fourth cavalry division (under the jurisdiction of the third regiment). He was awarded the medal of loyalty and diligence on October 10. In November, the teacher was relieved from the part-time job.

On December 9, the 111th army was reorganized into the 36th army of the people's Liberation Army (under the jurisdiction of the 106th, 107th and 108th divisions).
In January 1950, he also served as a member of the Ethnic Affairs Committee of Suiyuan provincial government (Chairman Dong Qiwu) (Chairman Kui BI). In November, he was arrested by the Ministry of public security on suspicion of "counter revolution".
In March 1957, he was transferred to Fushun war criminals management office.
He was transferred to Beijing Qincheng prison in July 1973.
He was released in August 1976 and settled in Beijing.
In November 1977, he was elected member of the Beijing Municipal Committee of the Chinese people's Political Consultative Conference (Chairman Ding Guoyu).
He died in Beijing in January 1993.
