Leng Yongcheng, male, was born in July 1954 and joined the party in May 1993. He was a farmer in Xinjie village, Zhoukoudian Town, Fangshan District, Beijing. At 4 p.m. on July 21, 2012, there was a sudden rainstorm in Zhoukoudian town. He and village cadres went to Hongxin road cement plant to transfer the surrounding people. At 9 p.m., when he was directing the loader to build a dam, he was unfortunately washed away by the flood peak and died bravely. With the consent of the CPC Central Committee, the Organization Department of the CPC Central Committee awarded him the honorary title of "National Excellent Communist Party member".
