Huang Cheng, male, from Qidong, Jiangsu Province, was born in April 1963, with a university education degree of the Central Party school. He joined the Communist Party of China in May 1985. Deputy to the ninth Nantong Party Congress, the 10th Qidong Party Congress, member of the 10th Qidong Committee, deputy to the 13th Qidong people's Congress, and deputy to the 14th and 15th Rugao people's Congress.

He is now Deputy Secretary of Rugao municipal Party committee.
