Han nationality, born in September 1954 in Beijing, joined the Communist Party of China in May 1973 and started work in July 1970 with a postgraduate degree from the Central Party school. At present, he is a member of the 12th CPPCC National Committee, member of the social and legal committee, member of the Party group of the all China Federation of trade unions, former vice chairman and Secretary of the Secretariat of the all China Federation of trade unions, and vice chairman (Part-time) of the all China Women's Federation.
