The report pointed out that Liu Zhihong seriously violated the political discipline, organizational discipline, integrity discipline, and life discipline of the Party, constituting a serious violation of official duties and suspected of bribery crimes. He did not restrain or stop after the 18th National Congress of the Party, and did not think about changing or stopping after the 19th or even 20th National Congress of the Party.
