rocketing promotion
Questioning events
Xu Tao's father was the director of the Standing Committee of a District People's Congress in Xiangtan City, and his mother was the Deputy Procurator General of a district procuratorate. Xu Tao, born in 1985, changed his post in five years and seven years. After 10 months of work, he was promoted to the rank of deputy section cadre. He was promoted to the rank of deputy department after one and a half years in the rank of chief section cadre. In 2012, Xu Tao did not meet the requirements of Xiangtan. After that, Xu Tao, who took part in the public election in Chenzhou, was employed in Xiangtan.
A person in charge of the Publicity Department of Xiangtan University confirmed that Xu Tao was a full-time Master of law in Xiangtan University, majoring in constitutional law and administrative law. During his more than two years in school, Xu Tao often "skipped classes", asked for leave more frequently than other students, and took more courses, "five or six courses." The person in charge said that Xu Tao's major required 33.5 credits to graduate, including 29 credits for professional courses and 4.5 credits for elective courses. Xu Tao studied 13 professional courses and 3 elective courses, which just met the minimum credit requirements for graduation.
"Relevant education laws and regulations do not stipulate that civil servants can not apply for full-time postgraduate education." The person in charge said that when the school carries out political review on the students who enter the re examination link, the work unit can issue a certificate. As for other resumes, it does not pay attention to them. Xu Tao is a full-time graduate student at his own expense. The university has not transferred Xu Tao's files.
Department response
1. How to organize departments to assess the promotion during postgraduate study
On March 21, 2013, we learned from the Organization Department of Xiangtan Municipal Party committee that Xu Tao's archives are still in the Organization Department of Xiangtan Municipal Party committee, and the archives are still bachelor's degree. The Ministry is not aware of Xu Tao's study as a full-time graduate student at Xiangda University, and needs to know more about the situation. For the assessment method, Xiangtan Municipal Party Committee Organization Department responsible for the relevant departments said, "the Organization Department has a set of mature methods to assess cadres."
2. Why did you take the selective examination in Chenzhou and get promoted in Xiangtan
Netizens questioned that according to the regulations on the selection and appointment of Party and government leading cadres, those who are promoted to a leading post at or above the county (Department) level and promoted from a principal post at a lower level to a deputy post at a higher level should work at a principal post at a lower level for more than three years. When Xu Tao was promoted to deputy head of the county, he only worked for one and a half years at the rank of chief section, and even nominated deputy head of the county after only 10 months at the rank of chief section in Dongping street of Yuetang District, which is obviously an exceptional promotion.
With regard to working years, the person in charge said that according to the "Interim Provisions on the open selection of leading cadres of the party and government", those who report for a higher level post need to hold the post at the same level for one year. At the time of registration, Xu Tao had been in the Department for more than one year and met the requirements. At that time, Xiangtan city was also short of deputy county-level cadres. Considering Xu Tao's excellence, the organization promoted him.
3. Is there any help from parents?
The relevant person in charge of the Organization Department of Xiangtan Municipal Party committee said that Xu Tao did come from a cadre family, and his father was the director of the Standing Committee of the Yuhu District People's Congress before he retired, but it was impossible to affect the leaders at the next higher level, and said that Xu Tao's selection process was in line with the policy.
My response
Xu Tao responded one by one to various queries from netizens.
Is it a "black box operation" to decide the candidates before the selection is over?
Xu Tao: in the second half of 2012, I took part in the unified open selection examination of the whole province. At that time, I applied for the deputy head of Chenzhou.
The first reason for applying for Chenzhou was that the conditions in Chenzhou were relatively loose at that time. It required one year of full-time formal examination and three years of full-time minor examination. Xiangtan requires a year of Zhengke, but it must work in the township party and government for a full year. At that time, I was in the sub district office for less than a year, but my term as Zhengke was over, so I met the requirements of Chenzhou, not Xiangtan.
Second, because Chenzhou is for the national recruitment, I felt that I could compete with experts from all over the country, and I could see my own weight.
Chenzhou recruited 11 people at that time, and more than 300 people signed up. I was in the top five, and ranked first in the interview. Because the score announced in the interview was 89.4, and other people basically scored more than 85.
At that time, Xiangtan was preparing to recruit five post-80s cadres, but only seven of them signed up. According to the regulations of open selection, at least five people are required to record one. This is the minimum standard. This is a hard and fast rule. It was impossible for seven people to choose five, so only one was chosen at that time. At that time, in the absence of suitable candidates, Xiangtan City wrote to Chenzhou and applied to the Organization Department of the provincial Party committee to leave me as a local talent. So Chenzhou did not let me enter the differential voting process.
Do your parents know the whole process of your public election? Are you involved?
Xu Tao: they seldom care about my work. My father is more like a literati. He is no longer in the position of administrative leader. He retired when the new and old people were replaced. However, he is still the chairman of Xiangtan writers' Association. He likes writing better.
But I can stay, they are very happy, they only have my son, do not want me to go to the field. I am also very happy, because my child was born, in addition to be able to carry out work, but also take care of the family.
I also feel that it is a perfect choice to take care of my family while doing a good job.
Do you have time to study full-time after work? Or to put it another way, do you still have time to work after studying full-time?
Xu Tao: at that time, I chose to go to the full-time graduate school and gave an oral report to the relevant leaders. The Organization Department of the district Party committee wrote me a letter, which was an informal opinion after I reported to the organization. Graduate school is purely my personal behavior, I want to recharge. I don't think the on-the-job students can learn too much. Maybe they study for the diploma. I think I still need to really learn something, so I want to study full-time.
At that time, I took part in the national examination, and I took part in the examination together with the graduates. First of all, I consider that Xiangtan University is located in Xiangtan, so it is more convenient to have classes after work. Another reason is that I think Xiangtan University's law is quite famous in the whole country.
The examination system of Hunan University is relatively strict. Some courses can be exempted, but they can not be exempted. That is to say, after applying for some courses, you can not go to class, but you must pass the exam. Its level test requirements are very high, so some of my make-up exams have not been passed twice. I've passed three make-up exams, and I haven't passed three.
Now the work is more and more busy, so my plan is to finish this graduate student in five years. At that time, I worked in the Youth League Committee, and I had more free time. Later, I transferred my post, and I had less and less time. I focused on my work, so my grades have been on the decline.
After five years of work, I have experienced many positions. I just took over the post and immediately changed to another position. What kind of performance do you make in each position?
Xu Tao: at that time, my college entrance examination score was the 12th in Xiangtan city. Later, I took part in the civil service examination of Hunan Province. At that time, I was admitted to the Local Taxation Bureau, and I was also admitted to the selective transfer student. Finally, I chose the selective transfer student.
I worked in Yuetang district for several years. First, Yuexia district. At that time, there were many expansion projects in Xiacheng and rural areas, involving land acquisition and demolition. At that time, I completed this provincial key project in a very short period of time, and my performance in it was still relatively excellent. In a year
