Jin Zhao, male, Han nationality, was born in April 1955 in Anguo, Hebei Province, with a college education. He joined the Communist Party of China in May 1982 and began to work in February 1971.

Jin Zhao, vice mayor of Hulunbuir municipal government, was arrested on April 29, 2013 on suspicion of bribery and decided by the procuratorate of Inner Mongolia Autonomous Region. in August 2013, the procuratorate of Inner Mongolia Autonomous Region decided to submit the case to the prosecution branch of Alxa League for examination and prosecution. in January 2014, the Inner Mongolia Autonomous Region Alxa League procuratorial branch filed a public prosecution, and the bribery case of Jin Zhao, former vice mayor of Hulunbuir municipal government, was heard in the Alxa League intermediate court of first instance. The prosecution charged that Jin Zhao, the defendant, took advantage of his position to seek benefits for others during his tenure as vice mayor of Manzhouli City, Secretary of Zhalantun City Party committee, and vice mayor of Hulunbeier city from 2001 to 2012, and received property from 15 individuals and units, including Huang Junren, totaling more than 2.236 million yuan and US $40000 yuan. His behavior should be investigated for criminal responsibility for bribery.
