Life of the characters
Early experience
Li Chong, a native of Didao (now Lintao County, Gansu Province), is the youngest son of Li Bao, Duke of Dunhuang.
Li Chong became an orphan when he was young. He was raised and educated by his elder brother Li Cheng, the governor of Xingyang. Li Chengchang said: "this child is extraordinary and will become the hope of the family." Li Chong was deep, elegant and magnanimous. He went to the office with his elder brother. At that time, the shepherd's children often invaded and harassed the common people, and they always sought for property. Li Chong and Li Cheng's eldest son, Li Shao, were noble and lustless. They were aboveboard and had nothing to ask for. People praised them at that time.
In the last years of tuobahong, Emperor Xianwen of the Northern Wei Dynasty, he was a student of Zhongshu. Li Chong is good at making friends and doesn't play games at will. People of his generation respect him. In the early years of the Northern Wei Dynasty, tuobahong, Emperor Xiaowen, was promoted to zhongsan, the Secretary of the imperial palace. He was in charge of the affairs of Chinese books in the imperial palace. Because of his rigorous behavior and intelligence, he was gradually favored. He was promoted to Secretary of the Ministry of internal affairs.
Set up three leaders
In the past, there were no three generals, and only the suzerainty was set up. Therefore, most of the people concealed their hukou, and only 50 or 30 families set up one. In view of the fact that Li Chong had a long history of governing the people with Sanzheng, he played an important role in creating the system of three leaders. The Empress Dowager of civilization agreed to introduce the minister to discuss. Zhongshu order Zheng Xi and Secretary order Gao you said: "Li Chong's request for the establishment of three generals is a decree to unify the world. It seems that it can be adopted, but in fact it is difficult to implement. " Zheng Xi also said, "if you don't believe me, try it out. After things fail, you will know that my words are good." "I think if this law is tried out, it will be good for both the public and the private," said Tai Wei Yuan PI It is said that today is the busy farming month. If the old and new households are not separated, the common people must work hard and resent. They ask that after autumn and winter, they should send messengers slowly to carry out the work and make it more convenient. Li Chong said, "the people mean to be stupid. They can follow orders, but they can't know why they do that. If it is not implemented at the time of tax collection, the common people will only know the hard work of setting up a three chief inspector to check their household registration, and will not see the benefits of average corvee to reduce rent and tax, which will inevitably lead to resentment in their hearts. We should take advantage of the month when the taxes are levied to let them know that the taxes are even. If we understand this measure and get its benefits, it will be easy to carry it out according to the people's desire. " Fu Siyi, the author of the book, went forward and said: "since the folk customs are different, the difficulties of governance are different. It has been a long time since the ninth class households have been collecting silk. If the method is changed, I am afraid it will cause unrest." The Empress Dowager said, "if we set up three generals, then the people will have a fixed standard of Taxation, a fixed amount of rent and tax, the protected registered permanent residence can be found out, and those who are lucky to escape can be stopped. Why can't it work?" Although there are different opinions, they only think that the reform is difficult, and there are no other opinions. So we set up three leaders, both public and private.
He was promoted to zhongshuling, and served as a regular official on horseback. Soon he became the Minister of the South and was granted the title of Marquis Shunyang. Li Chong was favored by the Empress Dowager of civilization, and his favor increased day by day. He was rewarded tens of millions of money every month. He became the Duke of Longxi, and the Empress Dowager secretly sent treasures and royal goods to enrich his private house, which outsiders could not know. Li Chong's family had always been poor. At this time, they began to become rich. However, he restrained himself with modesty. He could not only gather money but also disperse it. He came to the countryside from his relatives, and could not be separated. He is modest, sympathizes with the vagrant and poor, and relies on him for promotion and appointment. At that time, he was praised for this.
After the establishment of the Northern Wei Dynasty, following the old custom, the princes and ministers were called by their names. Gaozu often called Li Chong Zhongshu, but not his name. After the death of the Empress Dowager of civilization, Gaozu watched the funeral and introduced Li Chong better than before. Until the discussion of etiquette and rules, the polishing of rhetoric, the weight of language, although Gaozu personally wrote, but all asked Li Chong's opinions to decide. Li Chong devoted himself to serving the emperor. He was diligent and worried about his country when he went out of the court and entered the court, which was reflected in his face, even the old ministers in the court. No one can compare with him in his royal family. They all admire him for his decisiveness, prudence, and trust him from the heart. So he went back to the world, and people from abroad saw and heard him, and regarded him as a genius in the world. Gaozu also deeply trusted him, more close to respect him, the friendship between the monarch and his ministers. At the same time, Li Chong was appointed as the founding Marquis of Xingyang County, 800 households of Shiyi, and appointed as tingweiqing. Before long, he was promoted to Shizhong, Minister of the Ministry of official affairs, and king of Xianyang. After the establishment of the prince, he was worshipped as the prince Shaofu. Gaozu began to set up his wife and nine concubines according to Zhou Li, with Li Chong's daughter as his wife.
Participating in the south migration
Li Chong led the army of Nanjia and followed him. After starting from the capital to Luoyang, the heavy rain continued, and the army was still ordered to leave. Emperor Gaozu, armed with a whip, drove out of the horse, and the officials kowtowed in front of the horse to dissuade him. Gaozu said, "the imperial court has formulated the strategy of long-term drive to the south. The army is going to set out. What else do you want to say?" Li Chong remonstrated: "it's really our fault that we people can't defeat the enemy in the tent, sit in the room and subdue the whole world, and make the South have the head of the emperor. Your majesty, in view of the fact that there is no unity in the world, we really want to give our lives to the army. But since leaving the county, it has been raining continuously, people and horses are tired, the road ahead is far away, and there is a lot of rain. Moreover, the small rivers around Luoyang still form obstacles, not to mention the vast Yangtze River, far away in the south. If we build boats and boats, we will stagnate, the army will be tired, and there will be a shortage of food. Now, it is morally appropriate to have compassion on the dead and turn the flag back. " Gaozu said: "I have already mentioned in detail the intention of unifying the world. You are just embarrassed by the rain, but the weather is also known. Why? Since summer is hot, it rains a lot in autumn, and it will be sunny at the beginning of winter. In October, if the rain doesn't stop, it's fate. If it's sunny, it's harmless. In ancient times, not crusading against the enemies with funerals refers to the feudal states under the unified regime, which is not applicable to the situation that emperors unify the world. How can we stop at this point? " Li Chong also remonstrated: "the current measures are reluctant by all the people in the world, and only your majesty wants to do so. Emperor Wen of the Han Dynasty once said, "where do I want to go when I ride a thousand li horse alone?" I don't know what I mean. I dare to ask for death. " Gaozu said angrily, "I'm going to manage the world and unify the whole territory. You Confucian scholars have doubted my lofty plan many times, and the capital crime stipulated by the state. Don't say any more!" I'm going to set out on horseback. So Da Sima, Tuo Ba Xiu, Zuo pushe and Tuo Ba Cheng all cried and dissuaded him. Gaozu told Qun Chen: "it's not a small scale to mobilize the masses. If the action is not successful, what can we show future generations? If you want to return, it can't spread for thousands of years. I think that the distant ancestors lived in the remote desert for generations. Because they moved south against the wishes of the people, the descendants could enjoy endless benefits. Don't they cherish their homeland and easily abandon the location of their ancestors' Mausoleum? Can only a gentleman have this kind of emotion? It should be said that the role of heaven should be accomplished through human beings and the great cause of emperors should be realized. If my car doesn't go south, I should move my capital here and make it in the Central Plains. The time is ripe. What do princes and ministers think? Don't hesitate to make a decision. Those who want to move the capital should stand on the left, while those who don't want to move the capital should stand on the right. " Tuo baxiu, king of Anding, and others all stood to the right. Tuoba Zhen, the former king of Nan'an, said: "a fool doesn't understand what has been done, but a wise man foresaw it before it happened. People who practice great virtue don't consult with common people. People who achieve great achievements don't plan with others. Only extraordinary people can do extraordinary things. It's appropriate for Zhou Gong to set an example first and his majesty to carry it out later. And the most important thing in the world is the emperor's residence. Is there anything more important than the body given by parents? Please take good care of your health, so that the people of the world can rest assured that the capital of the Central Plains will stop the southern expedition. This is the sincere words of our ministers and the great fortune of the world. " All the ministers chanted long live.
At first, Gaozu planned to move to the south. He pretended to have a big military action to intimidate and calm people's hearts. In name, it was a South expedition, but in fact it was a south migration. Most of the old people were reluctant to miss their hometown, but they were afraid of the southern expedition, and no one dared to speak, so they decided to have Luoyang as their capital. Li Chong said to Gaozu, "your majesty will follow the system of Duke Zhou and make the capital the hometown of Chengzhou. But you can't move your car around and wait for the six bedrooms to be built. You can't wait for the city outline to be finished right away. Hope the Emperor
