Peng Ling (1820-1890) was born in jiuzhoupu. He was a Gongsheng at the age of 20, and successively served as a Confucian instructor in Jingbian and Zhouzhi counties.

As a child, he has been diligent, progressive and well read. He is known as "Nanshan Peng". He has many works in his life. His collection of poems and essays, Hanshui Shuo and annotations to the thirteen classics have been lost. Only Mianxian Xinzhi, which was compiled by him, still exists. It was published in June 1883. It has four volumes and has a total of 62700 words. It is divided into astronomy, geography, architecture, taxation, school, military equipment, officials, teachers, figures, art and other special records . Peng Ling's life is mainly teaching. She once taught in Guanzhong Academy. She was recommended by Ke Fengshi as assistant teacher of Guozijian by a erudite scholar. Jiuzhoupu is Peng Lingli's stele, which is called "virtue is the foundation of tolerance, and all of them look up to Yunshan and Jiangshui; the source of education is not the same, and all of them take up the rain and spring breeze".
