In July 1990, Gao Mingsheng visited coastal cities with a real estate delegation organized by Zicheng town government. He became interested in the new journey to the West Palace in Dalian and made a field investigation. He thought to himself, "what can people do in Zichuan?" So the idea of building the palace of journey to the West came into being. After returning to the village, with the strong support of the leaders of the district and town, he broke through all kinds of obstacles and overcome the difficulties of lack of funds. He rushed to Nandaihe, Hebei Province, and signed an agreement with the scenery group of the TV series journey to the West.

On May 1, 1991, the construction of journey to the West Palace broke ground. He led the village enterprise personnel to take turns to the construction site to participate in voluntary labor. After more than 100 days of hard work day and night, a journey to the West Palace with a total investment of more than 7 million yuan and 25 scenic spots was completed in the hands of one person in the city, and officially opened to tourists on September 1.

On April 24, 1992, at the opening-up work conference of Zichuan District Party committee and government, the leaders of Zichuan District fully affirmed Gao Mingsheng's practice and awarded him 10000 yuan. After the completion of the journey to the West Palace, Gao Mingsheng decided to rebuild the Puzhao temple, which was built in the Northern Qi Dynasty and destroyed in the "Cultural Revolution", by visiting Baima temple, daxiangguo temple, Shaolin Temple, Lingyan temple, Wutai Mountain, Putuo Mountain and other famous temples in China. The project, with an investment of 3.5 million yuan, was laid on June 21, 1992 and completed on October 1, 1992. Gao Mingsheng continued to develop tourist attractions. From 1993 to 1995, he successively built high standard amusement facilities and Paradise Hotels, such as torrent Yongjin, water park, racetrack, Bagua maze, revolving watchtower and Banyang sightseeing square gate.

In 1996, with the new task of building China Film City, he went to the United States and Hong Kong with Liang Yong and others, led the staff of the village committee and the person in charge of the enterprise to Beijing for investigation. On this basis, he presided over the "clap board and fix the sound" of the two committees. In April 1996, he broke the ground and started construction. In eight months, he built the country's first film studio integrating high technology and new forms of world film Studios. Gao Mingsheng also participated in and led the reconstruction of old villages and the development and construction of two commercial streets, which fundamentally improved the living and living conditions of villagers.

In 1998, the total income of the village was 111 million yuan, and the per capita income was 4435 yuan, 18.5 times and 26.9 times higher than when he was the director of the Management Committee of the brigade 20 years ago. Gao Mingsheng is the representative of the 13th people's Congress of Zichuan District, the 6th, 7th, 8th, 9th and 10th people's Congress and the 6th, 7th and 8th party congress of Zicheng town.
