Life of the characters
Born in Dongping County, Shandong Province in December 1916, comrade Wan Li accepted the progressive thought and actively participated in the Anti Japanese and national salvation activities in his youth.
In May 1936, he joined the Communist Party of China.
In October 1937, according to the instructions of the Shandong provincial Party committee of the Communist Party of China, comrade Wan Li organized the preparation for the establishment of the Dongping County Working Committee of the Communist Party of China. Later, he successively served as deputy secretary and Secretary of the Yunxi local Party committee of the Hebei Shandong Henan border region, making important contributions to the victory of the Anti Japanese war in the Hebei Shandong Henan region.
During the war of liberation, comrade Wan Li served as a member and Secretary General of the CPC Hebei Shandong Henan District Committee and director of the Political Department of the Hebei Shandong Henan military region. He participated in leading the people of the Hebei Shandong Henan region to actively participate in the army, participate in the war, organize production and support the front line, and made contributions to supporting Liu Deng's army to leap into the Dabie Mountains and realize the great strategic turn of the liberation war.
After the founding of new China, Wan Li successively served as vice minister of construction engineering, director of the General Administration of urban construction, Minister of urban construction, Secretary of the Party group, Secretary of the Secretariat of Beijing Municipal Party committee and vice mayor of Beijing. During his work in Beijing, he assisted Premier Zhou Enlai in the construction of the 10th anniversary of the national day. In less than one year, he successfully completed the construction tasks of the Great Hall of the people and other "top ten construction projects" in Beijing, creating a miracle in the history of world architecture.
In March 1971, Wan Li was appointed member of the Standing Committee of the Beijing Municipal Committee of the Communist Party of China and deputy leader of the industrial and traffic urban construction group of the Beijing Municipal Revolutionary Committee. During the "Cultural Revolution", comrade Wan Li was severely persecuted and supervised.
In May 1973, comrade Wan Li relieved the labor reform and resumed his work. He became Secretary of the Beijing Municipal Party committee (there was the first secretary at that time), member and deputy director of the Beijing Municipal Revolutionary Committee. He pointed out that the capital must be well planned, constructed and managed, and keenly put forward the ideas and measures of environmental protection and pollution control.
In January 1975, Wan Li was appointed Minister of the Ministry of railways, and later the leader of the party's temporary leading group of the Ministry of railways. He firmly supported Comrade Deng Xiaoping's idea of carrying out comprehensive rectification and taking the railway system as a breakthrough point for rectification, conscientiously implemented the principle of rectification, and reversed the chaotic situation of the railway system.
After the end of the "Cultural Revolution", comrade Wan Li became the first vice minister of the Ministry of light industry in February 1977. In June of the same year, comrade Wan Li was transferred to be the first Secretary of the CPC Anhui Provincial Committee, the first political member of the Anhui military region, and the director of the Anhui Provincial Revolutionary Committee. With his extraordinary political courage, he vigorously supported and popularized the practice of "contracted output to households" in Feixi County and "contracted responsibility to households" in Xiaogang village of Fengyang County, actively promoted the reform of agricultural management system in the whole province, and made important contributions to opening up a new road of rural reform in China. Comrade Wan Li is the pioneer of China's rural reform. The rural reform in Anhui led by him is a major breakthrough in China's rural economic system since the founding of new China and a hard and successful exploration of the socialist economic system.
In February 1980, at the Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China, comrade Wan Li was elected secretary of the Central Secretariat. In March of the same year, he also served as a member of the central financial leading group; in April, he served as vice premier of the State Council. He insisted on emancipating the mind and seeking truth from facts, broke through the ideological shackles of "left", scientifically summed up the experience and lessons of learning from Dazhai, comprehensively implemented the household contract responsibility system, and promoted the comprehensive and in-depth development of rural reform. He proposed the reform of rural production and management system, the development of commodity production, and affirmed that "contract to household" is a great creation of Chinese farmers under the leadership of the party, and a new application of Marxist theory in China's practice.
In April 1988, at the first session of the Seventh National People's Congress, comrade Wan Li was elected chairman of the Standing Committee of the National People's Congress. In the same month, he served as secretary of the Party group of the Standing Committee of the National People's Congress. He stressed that according to the party's basic line in the primary stage of socialism, we should conscientiously perform the responsibilities entrusted by the Constitution and the law, and put forward that "ensuring and promoting reform" should be the primary responsibility of the NPC, and strengthening the construction of socialist democracy and legal system should be the central task of the NPC. He attached great importance to the construction of socialist democratic politics, emphasized that carrying forward socialist democracy is an important aspect of political system reform, and advocated that the socialist democratic politics in China should be institutionalized and legalized step by step through reform. He attached great importance to the legislative work, stressed the need to adapt to the socialist modernization and reform and opening up, strengthen the legislative work, and ensure the development of the socialist market economy. He attached great importance to the supervision work of the people's Congress, and put forward that the supervision and inspection of the implementation of laws should be placed in the same important position as the formulation of laws. He made it clear that the inspection of law enforcement is an important form for the people's Congress to perform its supervision duties, which has played a positive role in promoting the implementation of laws. He firmly maintained the political situation of stability and unity of the party and the country, maintained social order and stability, and stressed the relationship between reform, development and stability.
In October 1992, in accordance with the spirit of the major decision-making of the 14th National Congress of the Communist Party of China and the development process of China's reform and opening up, comrade Wan Li proposed to amend the constitution, advocating that Deng Xiaoping's theory of building socialism with Chinese characteristics should be included in the constitution. He personally presided over the work of the constitutional amendment group and led the drafting of the draft constitutional amendment, which was adopted by the first session of the Eighth National People's Congress in March 1993.
In March 1993, comrade Wan Li no longer held the leading position of the Standing Committee of the National People's Congress. After retiring from the leadership post, he still cared about the development of the cause of the party and the state, firmly supported and supported the leadership of the Party Central Committee, and actively concerned about the great cause of socialism with Chinese characteristics.
At 12:55 on July 15, 2015, Wan Li died in Beijing due to invalid treatment.
On July 22, 2015, in memory of Comrade Wan Li, the flag was lowered at half mast at Tiananmen Square in Beijing. At 9 a.m., Xi Jinping, Li Keqiang, Zhang Dejiang, Liu Yunshan, Wang Qishan, Zhang Gaoli, Hu Jintao, etc., walked slowly to the forenoon of Comrade Wan Li, mourning the silence, and bowed three li's body to Comrade Li, and shook hands with their relatives. Wan Li has been in love with tennis for more than 80 years since he was a teenager. However, the years of war and the Cultural Revolution were once interrupted, but the first thing that the Cultural Revolution was released was to play tennis. Wanli has promoted the development of Chinese tennis, and has made great efforts for it.
In 1993, after Wanli retired, he arranged tennis four times a week. Among them, tennis is Wanli's favorite newspaper. When he saw the important information about tennis, Wanli consciously stayed to share the information and happiness.
