Zhao Pengfei (1920.02 ~ 2005.01), male, Manchu, from lirenzhuang village, Hebei Province. Zhao Pengfei, born on February 1, 1920, is of Manchu nationality. Li Renzhuang, Yi County, Hebei Province. He joined the Communist Party of China in March 1939. In May 1938, he joined the Eighth Route Army working group and embarked on the revolutionary road. He successively served as the head of dalianggang District, Dingxing county and Longhua County. During the war of liberation, he served as the chief of the industrial section of Jicha administrative office, the deputy director of the industrial department of Chahar provincial government, and the director of the agriculture and forestry department and the industrial department of Jire Chahar administrative office. On the eve of the founding of new China, he served as deputy director of the Construction Bureau of Beiping city. In April 1950, he was the manager of Beijing public enterprise company. In March 1953, he served as deputy director of Beijing Municipal Commission of Finance and economics. In September 1954, he served as director of Comrade Peng Zhen's office and deputy director of the general office of the Standing Committee of the National People's Congress. In October 1958, he was appointed director of Beijing Urban Construction Commission. He was appointed Vice Mayor of Beijing in June 1960. In January 1963, he served as director of the State Administration of real estate, and later as deputy secretary general and First Deputy Secretary General of the State Council. During the period of "Cultural Revolution", it was impacted. In March 1973, he resumed his work and served as the deputy leader of the urban construction group of industrial communications of Beijing Municipal Revolutionary Committee and the director of Beijing Municipal Construction Committee. After smashing the gang of four, he served as a member of the Standing Committee of the Beijing Municipal Party committee. In May 1978, he served as secretary of the CPC Beijing Municipal Committee, chairman of the CPPCC Beijing Municipal Committee and the first deputy mayor of Beijing. In 1979, he participated in the establishment of the Standing Committee of the Municipal People's Congress and served as deputy director of the Standing Committee of the seventh Municipal People's Congress. In March 1983, he served as director of the Standing Committee of the eighth and Ninth Beijing Municipal People's Congress. He retired in December 1996. He is a deputy to the Seventh National People's Congress and the 13th National Congress of the Communist Party of China. His wife is Cui Yueying.

During Zhao Pengfei's serious illness and after his death, Hu Jintao, Jia Qinglin, Zeng Qinghong, He Guoqiang, Wan Li, Li Ruihuan, Wei Jianxing, Zheng Tianxiang, Wang Hanbin and Ni Zhifu expressed their sympathy and mourning in different ways.

He firmly resisted the perverse actions of Lin Biao and the counter revolutionary group of the gang of four, and his belief in communism was unshakable. In 1979, he participated in the establishment of the Standing Committee of the Beijing Municipal People's Congress and was elected deputy director of the Standing Committee of the seventh Beijing Municipal People's Congress.
