Jilobu, male, Tibetan, a member of the Communist Party of China, was born in October 1965 in Baqing County, Tibet. He joined the Communist Party of China in October 2001 and started work in May 1984. He graduated from Hunan University with a college degree in finance.

From May 1984 to August 1985, he worked in the Transportation Bureau of Nagqu Prefecture, Tibet; from August 1985 to September 1988, he worked in yita District, Baqing County, Nagqu Prefecture, Tibet; from September 1988 to December 1996, he worked in the tax bureau of Baqing County, Nagqu Prefecture, Tibet; from December 1996 to August 2004, he served as deputy director of the State Tax Bureau of Suo County, Nagqu Prefecture, Tibet; from August 2004 to September 2005, he served as the State Tax Bureau of Suo County, Nagqu Prefecture, Tibet Director of the tax bureau, director of the State Taxation Bureau of Suo County, Nagqu Prefecture, Tibet from September 2005 to September 2010, and deputy researcher of the State Taxation Bureau of Nagqu Prefecture, Tibet from September 2010 to now.
