From October 2013 to April 2018, he was a member of the Party group and deputy director of Fujian Provincial Bureau of safety supervision.

In April 2018, the Fujian provincial government website published a batch of cadre appointment and removal notices. After research, it was decided that Zhou Huizhen would be removed from the post of deputy director of Fujian Provincial Administration of work safety and retired.
