These Provisions are formulated in accordance with the notice of the general office of the CPC Harbin Municipal Committee and the general office of the Harbin Municipal People's Government on printing and distributing the institutional reform plan of Hulan District, Harbin (HA Ting Zi [2019] No. 10).

The agricultural and rural Bureau of Hulan District of Harbin city is an integral part of the district government.

Main responsibilities

（1） To be responsible for the overall research, organization and implementation of the development strategy, medium and long-term planning and major policies of the "three rural" work. To guide and supervise the comprehensive law enforcement in agriculture. To organize the implementation of agricultural related policies on finance and taxation, price, purchase and storage, finance and insurance, import and export, etc.

（2） Responsible for promoting the development of rural social undertakings, rural public services, rural culture, rural infrastructure and rural governance. Take the lead in improving the rural living environment. To guide the construction of spiritual civilization and excellent farming culture in rural areas. To be responsible for work safety in agricultural industry.

（3） To be responsible for implementing the policies of deepening the reform of the rural economic system and consolidating and improving the basic rural management system. To be responsible for the reform and management of farmers' contracted land and rural homestead. To be responsible for the reform of rural collective property rights system, and to guide the development of rural collective economic organizations and the management of collective assets. To guide the construction and development of farmers' cooperative economic organizations, agricultural socialized service system, and new agricultural business entities.

（4） To guide the development of rural characteristic industries, agricultural products processing industry, leisure agriculture and agricultural industrialization. To guide the development of Rural Entrepreneurship and innovation. Formulate policy recommendations to promote the circulation of bulk agricultural products, and cultivate and protect agricultural brands. To organize and guide the adjustment of agricultural industrial structure. Organize and release agricultural and rural economic information, monitor and analyze the operation of agricultural and rural economy. To undertake the work related to agricultural and rural informatization.

（5） To be responsible for the supervision and administration of various agricultural industries such as planting, animal husbandry, feed industry, fishery and agricultural mechanization. To guide the production of grain and other agricultural products. Organize and promote the development of modern agricultural industrial system, production system and operation system, and guide and supervise agricultural standardized production. To be responsible for fishery administration, fishery administration and fishing port supervision and administration.

（6） To supervise and manage the quality and safety of agricultural products. Organize and carry out quality and safety monitoring, traceability and risk assessment of agricultural products. To supervise the implementation of the national standards for the quality and safety of agricultural products. To guide the construction of agricultural inspection and testing system.

（7） To organize the division of agricultural resources. To guide the protection and management of agricultural land, fishery waters and agricultural biological species resources, and be responsible for the protection of aquatic wild animals and plants, and the quality protection of cultivated land and permanent basic farmland. To guide and coordinate the environmental management of agricultural products producing areas and agricultural cleaner production. To guide and coordinate the development of facility agriculture, ecological circular agriculture, livestock manure recycling, water-saving agriculture, comprehensive development and utilization of rural renewable energy, and development of agricultural biomass industry. Lead the management of alien species.

（8） To be responsible for the supervision and administration of agricultural means of production and agricultural inputs. To organize and implement the construction of the market system of agricultural means of production and supervise the implementation of relevant national standards for agricultural means of production. To supervise the implementation of national standards for veterinary drug quality, residue limits and residue detection methods. To organize the implementation of veterinary medical administration, veterinary drug administration and drug inspection, and to be responsible for the management of licensed veterinarians and livestock and poultry slaughtering industry.

（9） To be responsible for the prevention and control of major crop diseases and insect pests, and to guide the work of agricultural disaster prevention and reduction. Organize and implement the construction of animal and plant epidemic prevention and quarantine system, organize and carry out animal and plant epidemic prevention, animal and plant and product quarantine, epidemic situation monitoring and early warning and risk assessment, supervise the animal and plant epidemic prevention and quarantine work in the area, release the epidemic situation with authorization and organize the eradication.

（10） To be responsible for agricultural investment management. Put forward to support the development of agricultural and rural financial projects. Organize the preparation of agricultural investment project construction plan, and put forward suggestions on the scale and direction of agricultural investment. To examine and approve agricultural investment projects within the prescribed limits of authority, and to be responsible for the fund arrangement, supervision and management of agricultural investment projects.

（11） To promote the reform of agricultural science and technology system and the construction of agricultural science and technology innovation system. To guide and coordinate the construction of agricultural industrial technology system and agricultural technology extension system, and organize and carry out research on high and new technologies and applied technologies, transformation of scientific and technological achievements, and technology extension in the agricultural field. To guide the comprehensive utilization of livestock and poultry waste, accelerate the comprehensive utilization of crop straw, and promote the construction of rural pastoral ecosystem with the combination of planting and breeding and green cycle. To be responsible for the safety supervision and management of agricultural genetically modified organisms and the protection of new varieties of agricultural plants.

（12） To guide and coordinate the work of agricultural and rural talents. To formulate and organize the implementation of the plan for the construction of agricultural and rural talents, to guide agricultural education and the development of agricultural vocational skills, and to guide the cultivation of new professional farmers, agricultural science and technology talents and rural practical talents. Strengthen the guidance of farmers' innovation and entrepreneurship, and promote farmers' employment.

（13） Take the lead in carrying out foreign agricultural cooperation. To undertake foreign exchange and cooperation in agriculture and rural areas.

（14） Complete other tasks assigned by the district Party committee, the district government and the rural work leading group of the district Party committee.

（15） Function transformation.

We should comprehensively implement the Rural Revitalization Strategy, deepen the structural reform of the agricultural supply side, improve the quality of agricultural development, solidly promote the construction of beautiful villages, promote the overall upgrading of agriculture, the overall progress of rural areas, and the overall development of farmers, and accelerate the realization of agricultural and rural modernization. We should strengthen the supervision and management of the quality and safety of agricultural products, relevant agricultural raw materials and agricultural inputs, adhere to the most rigorous standards, supervision, punishment and accountability, and strictly prevent, manage and control the quality and safety risks, so as to make the people feel at ease. We will further streamline administration and delegate powers, strengthen the overall planning and integration of agricultural investment projects that are overlapping in the industry and have the same nature and similar purposes, minimize the scope of project approval, further decentralize the approval authority, strengthen the supervision during and after the event, and effectively improve the effect of agricultural support policies and the efficiency of fund use.

（16） Division of responsibilities with the district market supervision and Administration Bureau. (1) The district agriculture and rural bureau is responsible for the quality and safety supervision and management of edible agricultural products from planting and breeding to entering wholesale and retail markets or production and processing enterprises. After the edible agricultural products enter the wholesale and retail markets or the production and processing enterprises, they shall be supervised and managed by the market supervision and Administration Bureau. (2) The district agriculture and rural bureau is responsible for the supervision and management of animal and plant disease prevention and control, livestock and poultry slaughtering, raw milk production and purchase. (3) The two departments should establish a food safety origin permission, market access and traceability mechanism, strengthen coordination and work cohesion, and form a regulatory force.

Internal organization

To undertake rural land contracting, collective economic organization, reform of collective property rights system and management of collective assets. To guide the arbitration of rural land contract disputes and the settlement of village level debts. To guide the development of new rural agricultural operators and various forms of moderate scale operation. To guide the experimental work of rural reform. To guide the construction of agricultural administrative law enforcement system and agricultural comprehensive law enforcement work. To examine the legality of relevant documents. To organize agricultural administrative reconsideration, administrative response to litigation, and publicity of law popularization. To be responsible for administrative license and other approval related work. Strengthen and improve the business environment. Coordinate and promote the construction of rural governance system. To supervise and reduce the burden of farmers and the management of "one case, one discussion" fund-raising. To guide the construction of financial accounting management and audit supervision of rural collective economic organizations, farmers' cooperative economic organizations, agricultural socialized services and rural economic management system. To be responsible for the reform and management of rural homestead. To implement rural financial and agricultural insurance policies in conjunction with relevant departments. To organize and implement the supervision and management of the quality and safety of agricultural products. To undertake the construction of agricultural product quality and safety supervision system, inspection and testing system and credit system. To undertake the quality and safety standards, monitoring, traceability, risk assessment and other related work of agricultural products.

（3） Rural social undertakings promotion section. Promote the implementation of Rural Revitalization Strategy through overall planning and coordination. Coordinate and promote the development of rural social undertakings, the construction of public service system and infrastructure construction.
