According to the notice of Heilongjiang Provincial People's Government on printing and distributing the implementation plan for the high quality development of rural cooperative financial institutions in Heilongjiang Province (heizhenggui [2019] No. 6), accelerating the reform of the property right system of rural credit cooperatives, preventing and resolving various risks of rural cooperative institutions, and promoting the high-quality development of rural cooperative financial institutions are the main tasks of the current comprehensive reform of rural cooperative institutions. 1、 General requirements
(1) Guiding ideology. (2) Basic principles.
1. Adhere to unified leadership. (3) Objective of the work. On the basis of basically completing the replacement of non-performing assets of Hegang City Association in 2019, by the end of 2020, the restructuring of Hegang City Association will be fully completed, the corporate governance structure will be more perfect, the ability to resist risks will be further enhanced, and the level of serving the real economy will be significantly improved.
2、 Accelerate the reform of property right system of rural credit cooperatives
Comprehensively implement the reform measures and supporting policies determined in the implementation plan for speeding up the reform of the property right system of rural credit cooperatives in the whole province (No. 11 [2018] of the Hei Zheng ban GUI), and take multiple measures to accelerate the pace of reform.
(1) The way of reform. On the basis of government assistance, we should introduce powerful strategic investors, and the maximum shareholding ratio of a single enterprise can reach 30%. After the introduction of strategic investors to digest the bad assets, if there is still a capital gap, the government should inject high-quality assets to replace the bad assets of Hegang City Union and make up for the restructuring gap in full. Considering the economic situation of our city, the development needs of rural commercial banks after its establishment and the protection of shareholders' interests, the total amount of equity is to be determined as RMB 500 million.
(2) Key work and multiple strategies should be carried out simultaneously.
1. Vigorously collect non-performing loans and accelerate the return of litigation costs. The Public Security Bureau, the court, the procuratorate and other departments have continued to carry out the special action of "clearing non-performing loans and building commercial banks" with the help of legal, economic and administrative means to help clear non-performing loans, crack down on malicious debt evasion according to law, and create favorable conditions for promoting the establishment of rural commercial banks. At the same time, the court should cooperate with the return of prepaid litigation costs to speed up the enforcement.
2. The government injects high-quality assets to replace non-performing loans. Asset replacement is an important measure to resolve the historical burden of rural credit cooperatives and accelerate the reform of rural credit cooperatives. For Hegang City Union, if there is still a capital gap after the introduction of strategic investors to digest the bad assets, Hegang municipal government helps rural credit cooperatives to replace the bad assets of rural credit cooperatives with high-quality assets such as land, real estate, woodland and cultivated land according to the principle of "real and effective, easy to realize and fair value". The original management right and management right of the replaced assets accepted by the Municipal Rural Credit Cooperatives remain unchanged. The replaced assets accepted by the municipal rural credit cooperatives have no right to dispose of within 50 years and will be returned to the municipal government free of charge after 50 years.
3. Increase the support of various policies. First, increase the support of fund organization. The financial department shall guide the enterprises and institutions within its jurisdiction to set up special accounts or general accounts in rural credit cooperatives in Hegang City, so as to deposit low-cost funds into rural credit cooperatives. Second, accelerate the work of real estate registration change. (1) To open up a "green channel" for the real estate registration and change of Hegang City Association; (2) to give maximum support in charge, approval and other aspects to the self owned real estate with incomplete license of Hegang City Association; (3) for the real estate of Hegang City Association whose name is inconsistent due to the previous reform, after supplementing the relevant materials, it will be directly handled to the name of the rural commercial bank after the reform; (4) for the real estate of Hegang City Association whose name is inconsistent due to the previous reform Provide policy support for the related taxes and fees in the process of replacement and change of movable property. Third, strengthen supervision and guidance. The Municipal Bureau of banking and insurance supervision should actively do a good job in policy guidance, supervision and inspection, acceptance and control of the restructuring. It should guide the whole process from preparation to approval of opening, and give the greatest support in administrative license approval and new business development.
4. Actively introduce strategic investors. Build a platform for bank enterprise docking, and actively attract high-quality enterprises to participate in investment in accordance with the principles of "based on the local, market-oriented, equal participation, fair competition, agriculture related main business and excellent qualification".
5. Strive to improve the operation and management mechanism. Hegang City Association should strengthen its own management, guard against business risks, fully stimulate endogenous power, improve business regulatory indicators, and speed up the pace of reform.
3、 Actively promote rural commercial banks to establish modern financial enterprise system
(1) Standardize the management of shareholders' equity. Actively introduce all kinds of qualified high-quality investors to realize the diversification of equity structure. It is necessary to implement centralized trusteeship of stock rights and realize standardized and transparent management of stock rights.
(2) Improve the corporate governance structure. We should give full play to the leading core of the party organization, the decision-making role of the board of directors, the supervision role of the board of supervisors, and the operation and management role of the senior management, improve the collective decision-making mechanism, and ensure that the decision-making, management, and supervision of the "three committees and one layer" perform their respective duties and responsibilities, coordinate their operation, and effectively check and balance.
(3) Strengthen the construction of internal control mechanism. The board of directors should manage the whole process of internal control, implement the hierarchical responsibility system, and bear the corresponding responsibility for the heavy losses caused by internal control problems. The board of supervisors is responsible for supervising the board of directors and senior management to improve the internal control system and system, and earnestly fulfill the responsibility of internal control supervision.
(4) Improve the incentive and restraint mechanism. Focus on improving the performance evaluation system of directors, supervisors and senior management, clarify the performance evaluation standards, implement the differentiated salary distribution system compatible with development strategy, risk management, business performance, job responsibilities, social responsibility and corporate culture, and fully mobilize the enthusiasm of employees.
(5) We will promote the reform of the personnel system. We should adhere to the principle that the party is in charge of cadres, establish a mechanism for classified management and mobility of leaders, adhere to the market-oriented selection and employment of talents, and strengthen the introduction, training and exchange of talents. We should build a modern human resource management system, control the total amount of employment, implement strict post and staff quota, and change identity management into post management. We should establish a system of open selection, competitive selection, tenure system, contractual management and regular assessment of management personnel, so as to truly reflect the "ability to go up and down" and "ability to enter and exit".
(6) Establish accountability mechanism. The major decision-making procedures, decision-making performance records and decision-making negligence evaluation standards shall be clarified, and the mechanism for investigating and investigating the responsibility for major decision-making errors and dereliction of duty as well as the responsibility for illegal operation shall be established. If a crime is constituted, it shall be transferred to the judicial organ for criminal responsibility. We should improve the supervision mechanism, and strictly investigate the responsibility of the relevant personnel for those who turn a blind eye to the violation of rules and regulations, who conceal but do not report, and who investigate but do not strictly.
4、 Continuously improve the quality and efficiency of rural cooperative medical institutions in serving the real economy
(1) Comprehensively improve the service level of agriculture, rural areas and farmers. Focusing on the supply side structural reform of agriculture and the construction of a strong agricultural province, we should return to the main business, develop steadily, and further increase the support for the "agriculture, rural areas and farmers" and the industrial projects of "agriculture first, industry last" and "grain first, food last". We will consolidate and strengthen cooperation with state farms and forest industry enterprises, and continue to increase financing services for new agricultural operators. We should innovate professional and characteristic products and service modes, explore online application and approval of credit business, improve the convenience of agricultural financial services, reduce financing costs, and enhance the sense of customer acquisition.
