Heilongjiang Rural Credit Union
Heilongjiang Rural Credit Union (hereinafter referred to as the provincial Union) was established on August 2, 2005, with its address at 686 Shimao Avenue, Songbei District, Harbin city.
The provincial association is a local financial institution with independent legal personality, which is established by 7 municipal and local associations and 79 county-level associations. Authorized by the provincial government, under the leadership of the provincial government, it performs the functions of management, guidance, coordination and service for the rural credit cooperatives (including the rural cooperative bank, the same below).
Main business
In recent years, with the continuous and rapid development of China's rural economy, rural credit cooperatives, on the basis of serving "agriculture, rural areas and farmers", actively expand service areas, innovate service varieties, increase service means, and further enhance service functions. Rural credit cooperatives in some areas have successively opened intermediary businesses such as agency, guarantee and credit card, and tried to open new businesses such as bill discount, foreign exchange trading, telephone banking and online banking, providing more high-quality and convenient financial services for members and customers.
Historical evolution
The practice of modern cooperative finance began in Germany in the middle of the 19th century. After more than 100 years of extensive development in western countries, it gradually formed a modern financial system pattern of commercial finance, policy finance and cooperative finance. In China, the practice of cooperative finance, according to historical records, was first established in June 1923 in Xianghe County, Hebei Province by "China Huaze relief association". In February 1927, the Communist Party of China established the first farmers' Association Credit Cooperative in Huanggang County, Hubei Province. Since the founding of the people's Republic of China, credit cooperation has made great progress.
——In June 2003, the State Council issued the notice of the State Council on printing and distributing the pilot scheme for deepening the reform of rural credit cooperatives. The document points out: "deepening the reform of rural credit cooperatives and improving rural financial services are related to the stable and healthy development of rural credit cooperatives and the overall situation of agricultural development, increasing farmers' income and rural stability. People's governments at all levels and relevant departments of the State Council should fully understand the importance and urgency of deepening the pilot reform of rural credit cooperatives from a strategic height, adhere to the guidance of Deng Xiaoping Theory and the important thought of "Three Represents", and speed up the reform of rural credit cooperatives in accordance with the general requirements of "clarifying the relationship of property rights, strengthening the restraint mechanism, enhancing the service function, appropriate state support and local government responsibility" The reform of management system and property right system of rural credit cooperatives will gradually turn rural credit cooperatives into community-based local financial institutions that are invested by farmers, rural industrial and commercial households and various economic organizations to serve farmers, agriculture and rural economic development, give full play to the rural financial main force of rural credit cooperatives and the role of financial link with farmers, better support the rural economic restructuring and promote the development of rural economy Coordinated development of urban and rural economy. " On August 18, 2003, the State Council held a forum for leading comrades of provinces (cities) in charge of deepening the reform of rural credit cooperatives. On the same day, the China Banking Regulatory Commission and the people's Bank of China jointly held a working conference on deepening the reform of rural credit cooperatives. The work of deepening the reform of rural credit cooperatives in eight pilot provinces (cities) of Zhejiang, Shandong, Jiangxi, Guizhou, Jilin, Chongqing, Shaanxi and Jiangsu has been carried out rapidly.
Reform and development
By the end of June 2003, there were 34909 legal entities in rural credit cooperatives, including 32397 rural credit cooperatives, 2441 county-level cooperatives, 65 city (prefecture) cooperatives and 6 provincial cooperatives. There are 628000 employees. The balance of various deposits was 2233 billion yuan, accounting for 11.5% of the total balance of deposits of financial institutions; the balance of various loans was 1618.1 billion yuan, accounting for 10.8% of the total balance of loans of financial institutions. By the end of November, China's rural credit cooperatives had achieved a surplus of 148 million yuan, of which 17 provinces had achieved a surplus of 3.55 billion yuan. In recent years, the national rural credit cooperatives have further corrected the direction of operation, improved the style of service, and increased credit input to farmers and agriculture, which has played an important role in supporting the development of agriculture, farmers and rural economy. In particular, the promotion of micro credit loans and joint guarantee loans for farmers has effectively alleviated the problem of farmers' loan difficulty, and has been highly praised by the broad masses of farmers and all walks of life. By the end of June 2003, the balance of agricultural loans of rural credit cooperatives in China had reached 696.6 billion yuan, accounting for 83.8% of the total agricultural loans of all financial institutions. Compared with 1996, agricultural loans increased by 547.9 billion yuan, and the proportion of agricultural loans increased from 23% in 1996 to 43%, an increase of 20 percentage points. In agricultural loans, the balance of farmers' loans was 555.2 billion yuan. Rural credit cooperatives have gradually become the main force of rural finance and the financial link to the broad masses of farmers. Rural credit cooperatives have played an important role in supporting the development of agriculture, rural areas and farmers for a long time, and will play an irreplaceable role in the future development of agriculture, rural areas and farmers.
