3. Support the investors to invest in the establishment of the company with non monetary properties such as physical assets, forest land, real estate, intellectual property, land use right and equity according to the law after being assessed and valued by qualified intermediaries. In the case of applying for the establishment of a limited liability company, the proportion of non monetary property contributed by the shareholders can reach 70% of the registered capital.

3. 4. 5. 9. Set up reporting telephone to reduce the burden of small and medium-sized enterprises. All counties and cities should also set up and publish complaint telephone numbers to receive, properly handle and feed back complaints and reports from small and medium-sized enterprises in a timely manner, and protect the legitimate rights and interests of investors in small and medium-sized enterprises, such as property rights, intellectual property rights, self-management rights and the reputation of entrepreneurs.
10. Establish and improve the reporting and disciplinary investigation system. The regional Supervision Bureau and the enterprise burden reduction office are responsible for jointly investigating and handling the cases reported by enterprises. All reports from enterprises must be put on file for investigation. After verification, they must be dealt with seriously. 3.
