Support small and medium-sized enterprises in the application of projects and financial subsidies, project bidding, public infrastructure construction and other aspects.
3. Support the investors to invest in the establishment of the company with non monetary properties such as physical assets, forest land, real estate, intellectual property, land use right and equity according to the law after being assessed and valued by qualified intermediaries. In the case of applying for the establishment of a limited liability company, the proportion of non monetary property contributed by the shareholders can reach 70% of the registered capital.

The items to be retained together with the basis of charges shall be reported to the public for approval in accordance with the law and procedures. The items not within the scope of publicity shall not be charged, and the enterprise has the right to refuse to pay. If it is really necessary to collect fees, the fees shall be lowered according to the regulations of the autonomous region.
2. Establish the payment registration card system for small and medium-sized enterprises. The payment registration card of small and medium-sized enterprises shall be uniformly supervised and issued by the regional enterprise burden reduction office.
3. It is strictly forbidden to transfer the work within the responsibilities of administrative organs at all levels (such as various qualification identification, qualification and project evaluation, etc.) to social organizations or intermediary agencies for charging; it is strictly forbidden to change the free service (such as various application, registration, filing forms, documents, etc.) into paid service, and charge the reporting enterprises for forms, materials, copies, etc.
4. Administrative law enforcement and inspection and testing units at all levels shall conduct random inspection and charge fees for products and commodities in strict accordance with the provisions of the state and autonomous region, and shall not increase the number of random inspection or repeat the inspection and testing, and shall not charge fees in disguised form in the name of inspection and testing.
5. For small and medium-sized enterprises which are difficult to operate and have no ability to pay for the time being, the payment of administrative fees related to enterprises can be postponed or exempted after being jointly confirmed by the regional competent industrial department and relevant administrative departments.
6. Further standardize administrative law enforcement and administrative punishment. Administrative law enforcement departments at all levels should strictly enforce the law in accordance with the law and procedures, and should not arbitrarily impose fines.
7. Improve work efficiency, simplify administrative examination and approval procedures and shorten examination and approval time. 8. Organs at all levels are strictly forbidden to assign all kinds of newspaper and magazine subscription tasks to enterprises, to apportion all kinds of reception tasks to enterprises, to appoint enterprises to undertake or sponsor forums, celebrations, seminars and other activities, and to affect the normal production and operation of enterprises and increase the burden of enterprises, otherwise enterprises have the right to refuse. If the departments at all levels need to visit, investigate and investigate the enterprises due to their work, the expenses shall be borne by themselves.
9. Set up reporting telephone to reduce the burden of small and medium-sized enterprises. All counties and cities should also set up and publish complaint telephone numbers to receive, properly handle and feed back complaints and reports from small and medium-sized enterprises in a timely manner, and protect the legitimate rights and interests of investors in small and medium-sized enterprises, such as property rights, intellectual property rights, self-management rights and the reputation of entrepreneurs.
10. Establish and improve the reporting and disciplinary investigation system. The regional Supervision Bureau and the enterprise burden reduction office are responsible for jointly investigating and handling the cases reported by enterprises. All reports from enterprises must be put on file for investigation. After verification, they must be dealt with seriously. Priority should be given to supporting advantageous small and medium-sized enterprises to apply for various projects and funds in the autonomous region, and preference should be given to small and medium-sized enterprises when arranging various special funds to support the development of small and medium-sized enterprises.
3. According to the regulations of the state and the autonomous region on the management of special funds for the development of small and medium-sized enterprises, the regional economic and Trade Commission and the Finance Bureau shall jointly formulate the management measures for the special funds for the development of small and medium-sized enterprises in the region.
