Tongchuan Wangyi district agriculture and rural bureau is the working department of Tongchuan Wangyi District People's government.

Main responsibilities

（1） Carry out the national laws, regulations and policies on the work of agriculture, rural areas and farmers, and promote the administration of agriculture according to law. Overall planning the implementation of Rural Revitalization Strategy. To organize the formulation and implementation of policies, plans and plans for agriculture and rural areas in the whole region. Participate in the formulation of policies on agriculture related finance and taxation, price, purchase and storage, finance and insurance, import and export, etc.

（2） Promote the development of rural social undertakings, rural public services, rural culture, rural infrastructure and rural governance. Take the lead in improving the rural living environment. Coordinate and guide the construction of spiritual civilization and excellent farming culture in rural areas. To be responsible for the supervision and management of work safety in the industry.

（3） We will deepen the reform of the rural economic system and consolidate and improve the basic rural management system. To be responsible for the reform and management of farmers' contracted land and rural homestead. To be responsible for the reform of rural collective property rights system, to guide the development of rural collective economic organizations, collective assets and financial management, and to supervise the lightening of farmers' burden and the management of fund-raising. To guide the construction and development of farmers' cooperative economic organizations, agricultural socialized service system, and new agricultural business entities.

（4） To guide the development of rural characteristic industries, agricultural products processing industry and leisure agriculture in the region. Put forward the policy suggestions of the development of agricultural industrialization. Put forward suggestions to promote the circulation of bulk agricultural products, cultivate and protect agricultural brands. Release agricultural and rural economic information, monitor and analyze the operation of agricultural and rural economy. To undertake the work of agricultural statistics and agricultural and rural informatization.

（5） To be responsible for the supervision and administration of agricultural industries such as planting, animal husbandry, fishery and agricultural mechanization. To guide the production of grain and other agricultural products. （6） To supervise and manage the quality and safety of agricultural products. Organize and carry out quality and safety monitoring, traceability and risk assessment of agricultural products. To guide the environmental management and clean production of agricultural products. To guide the development of facility agriculture, ecological circular agriculture, water-saving agriculture, the comprehensive development and utilization of rural renewable energy, and the development of agricultural biomass industry. （8） To be responsible for the supervision and administration of agricultural means of production and agricultural inputs in the whole region. To organize and coordinate the market system construction of agricultural means of production in the whole region, and supervise the implementation of national standards for agricultural means of production. Carry out the national standards of veterinary drug quality, veterinary drug residue limits and residue detection methods. To organize veterinary medical administration, veterinary drug administration and drug inspection, and be responsible for the administration of veterinary medicine and livestock and poultry slaughtering industry.

（9） To be responsible for agricultural disaster prevention and reduction, prevention and control of major crop diseases and insect pests. To guide the construction of animal and plant epidemic prevention and quarantine system, organize and supervise animal and plant epidemic prevention and quarantine work, issue epidemic situation and organize the eradication.

（10） To be responsible for the management of agricultural investment in the whole region. To draw up suggestions on the reform of agricultural investment and financing system and mechanism. To work out the construction plan of agricultural investment projects in the whole region, draw up suggestions on the scale and direction of agricultural investment, support the financial projects of agricultural and rural development, examine and approve agricultural investment projects within the limits of authority prescribed by provinces, cities and districts, and be responsible for the fund arrangement, supervision and management of agricultural investment projects.

（11） We will promote the reform of the agricultural science and technology system and the construction of the agricultural science and technology innovation system. To guide the construction of agricultural industrial technology system and agricultural technology extension system, organize and carry out research on high and new technology and applied technology, transformation of scientific and technological achievements and technology extension in the agricultural field. To be responsible for the safety supervision and management of agricultural genetically modified organisms and the protection of new varieties of agricultural plants.

（12） To guide the work of agricultural and rural talents. To formulate and organize the implementation of the plan for the construction of agricultural and rural talents in the whole region, to guide agricultural education and the development of agricultural vocational skills, to guide the cultivation of new professional farmers, agricultural science and technology talents and the training of rural practical talents.

（13） Take the lead in carrying out foreign agricultural cooperation. To undertake agricultural foreign affairs among governments, participate in agricultural trade promotion and international exchanges and cooperation, assist relevant departments in organizing and implementing agricultural foreign aid projects, and undertake supervision work.

（14） To coordinate, supervise and guide the comprehensive law enforcement of agriculture in the whole region. To be responsible for the construction of the agricultural administrative law enforcement system in the whole region, to organize and coordinate the reform of the administrative examination and approval system; to undertake the agricultural administrative reconsideration and the legality review of relevant documents; to organize the administrative response to lawsuits and the publicity of law popularization.

（15） To undertake other responsibilities stipulated by laws and regulations and accomplish other tasks assigned by the district Party committee, the district government and the rural work leading group of the district Party committee.
